Background: Red Cross-Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society(BDRCS), a national society of the movement, constituted on 31 March 1973 by the President's Order No.26 of 1973 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people  and over the last 47 years, has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the position of Planning, Monitoring , Evaluation, and Reporting (PMER) Officer:

Job Title : Planning, Monitoring , Evaluation, and Reporting (PMER) Officer
Contract period : One Year, Possibility of extension subject to fund avaiability
No. of position : 2 (Two)
Age : 36 years (Age limit will be relaxed in case of potential candidate)
Salary : Negotiable
Location : Planning and Development (P&D) Department,  NHQ, BDRCS
Reportable to : Director, Planning and Development (P&D) Department

Overall responsibility:
The PMER Officer  will work directly with the PMER team of BDRCS toward developing an effective and efficient planning, monitoring, evaluation and reporting system. The incumbent will support PMER team in implementation of PMER plan of action, roll out of PMER framework and saff and volunteer capacity building on PMER.

Key specific responsibility:


  • Support PMER team to formulate annual operation plan and budget of P&D Department and PMER section
  • Work in a team to support annual operational planning and budgeting for other Departments and Units
  • Provide necessary technical support to departments in planning and designing projects/ programs in line with BDRCS PPP guide and following results based approach
  • Provide support to the P&D and PMER team in the Strategic Planning process of BDRCS

Monitoring & Evaluation

  • Support PMER team to  formulate standard guidelines, tools and templates for M&E
  • Ensure necessary technical support to the Departments, Programs, Projects and Units for systematic M&E as the M&E plans
  • Support PMER team to track progress of different operational plans as well as strategic plan of BDRCS
  • Perform information management duties including database managmeent on key informations and assist the team to develop and functionalize a Management Information System for BDRCS
  • Assist PMER team to collect and analyze information against PMER checklist regularly
  • Work in a team to undertake internal evaluations, reviews ans surveys of program and projects
  • Work as an Evaluation Management Team memebers for the external evaluations
  • Work in a team to establish standard system for collecting and responding to concerns and feedback from communities and other relevant stakeholders


  • Write quarterly activity report and event report of P&D Department and PMER section
  • Assist the team toward timely production of  Quarterly Activity Report (QAR) of BDRCS ensuring reports from all Departments
  • Provide assistance to produce technical report such as M&E reports and analytical reports
  • Provide technical support to ensure quality in ‘Pledge Based Report’ and operational updates of different programs 

Educational qualification

  • Bachelor’s Degree in Social Sicenece or other relevant academic background (essential), Master’s Degree (desirable)

Additional qualification

  • Expert in quantitative and qualitative research, management information systems, reporting, data quality assessments, data analysis, and presentation
  • Excellent understanding and/or knowledge in result based management, project design, and project cycle management etc.
  • Expert in information management/ databse management
  • Expert in designing and implementing baseline and endline studies, programme reviews, evaluations and other assessments
  • Experience working on international donor-funded projects
  • Fluent in speaking and excellent writing and editing skills in both Engligh and Bangla
  • Good all round computer skills
  • Analytical skills


  • Minimum 4 years’ experience of working with an international or national development organization in PMER related positions
  • Experience to work with a humanitarian organization will be an added advantage
