This position is based in Bagerhat District and is of contractual position for five years. The Project Implementation Officer is responsible for the day to day implementation, effectiveness and sustainability of the project in the Rampal and Mongla Upazilla. He/sher will provide technical support to the stakeholders, execute project plan, organize, conduct, coordinate training activities, implement, manage and monitor project activities, communicate with relevant stakeholders, prepare reports. The role requires working with project partners and socially excluded groups staying at remote area of coastal belt.
Major areas of responsibility:
Project implementation:
- Prepare quality project implementation plan consulting with the Focal Person, Youth Volunteers and other stakeholders
- Execute work plan as per project Gantt chart
- Provide handholding support and guidance to the Volunteers and other stakeholders in effective project implementation
- Utilize/Mobilize project resources (human, physical, financial, local resources) .
- Keep record of project implementation, communication, and necessary filing
Training management:
- Assess training needs of youth volunteers and the beneficiaries
- Prepare training modules/ Behaviour Change Communication (BCC) materials
- Prepare training and lesson plan
- Organize, conduct and coordinate training activities
- Training monitoring and post training follow up at volunteers and beneficiaries level
Communication/liaison with stakeholders:
- Regular communication with the farmer groups and other stakeholders for problem identification and solving
- Make liaison with the Corporate sectors, training and Business Development Services (BDS) providers, market actors for value chain development
- Link the small farmers and rural producers with the Government line department for extension services
Market system development :
- Market assessment for agro products and services
- Form/initiate livelihoods/producer’s groups
- Identify market actors, analyze their constraints ensure producers’ access to market
- Arrange rural technology fair for the products of small holder farmers
- Prepare business development plan for marginalized farmers and rural producers
Financial Management:
- Manage project budget.
- Assist project Focal Person/Accounts personnel in monthly and quarterly accounts report preparation
Monitoring and Evaluation:
- Conduct Baseline Surveys , meeting, counseling, and FGD with stakeholders
- Monitor and evaluate project activities and provide feedback to the respective authority for corrective action
- Prepare monthly and quarterly progress report and submit to the partner organisation and the PGM of VSO in timely manners
- Prepare case studies, special studies, FGD with project stakeholders

Educational Background and experience:
- Bachelor of Agriculture/Diploma in Agriculture from recognized institutions.
- Minimum 3 years experience in managing livelihoods/agricultural project in national/international NGOs
- Working experience with the community people for agro based projects/programmes specially in coastal belt.
Remuneration package for the positions: Gross monthly salary BDT 20,000/= taka per month with no other benefits.
Contract period: This is a full time contractual position from 1st of September 2014 for five years. |
