Job Description/Responsibility:

• To be responsible for the effective operation of the Hospital, 24 hours per day, 365 days per year.
• To devise, agree and implement Hospital development plans and other initiatives to ensure service objectives are met.
• To ensure high standards of patient care, develop integrated systems throughout the hospital aimed at improving the quality of services and meeting clinical and corporate governance standards.
• To be responsible for the effective planning, scheduling and delivery of hospital finance, access, activity, workforce and quality targets.  
• To develop an annual plan, activity profile and operational plan which achieves the quality and access targets agreed for the Hospital.
• To be alert to changes in clinical practice/behavior and patient expectations and take account of the potential impacts in planning/delivery services.  
• To ensure financial and budgeting requirements are met, including cost saving and cost efficiency targets.
• To develop and implement cost savings schemes, both through service modernization and cash releasing schemes.
• To manage the workforce planning, recruitment, selection and development of all stuff within the Hospital.
• To establish core information requirements for the effective clinical and operational management of the Hospital.
• Provide effective and efficient MIS for Board for decision making.
• To ensure that the patient/client is involved in the review and development of services within the Hospital patient forum.
• To ensure that the Hospital services are focused on the needs of patients and clients.
• To ensure the implementation of the Clinical Governance, Health and Safety and Risk Management policies and plans, and monitor compliance and implementation within the Hospital.
• To contribute to corporate policy-making and promote and support policy decisions both internally and externally.
• Communication and Working Relationships:

Experience:

• Senior operational management experience (minimum of 8 years at senior manager level), including significant budget and stuff management experience.
• Evidence of ability to lead successful change.
• Health service sector experience preferable but not mandatory.
• Experience of strategy development.
