Acid Survivors Foundation (ASF) is a centre of excellence with a vision of Bangladesh free from acid violence, where burn victims, especially women and children, live with dignity.

It is an independent, non-government, non-profit organization, set up as a Trust and registered with the NGO Affairs Bureau of the Government of Bangladesh. It is the only specialized NGO in Bangladesh working to prevent acid and burn violence; empower survivors, especially women and children; and campaign for prevention and elimination of this violence. ASF works with an integrated approach, using a holistic (bio-psycho-social) multi-stakeholder approach backed by research, experience and evidence.

ASF is looking for a qualified candidate for the following position:

Manager – Planning, Monitoring & Evaluation & MIS

The Manager – Planning, Monitoring & Evaluation and MIS will be reportable to Executive Director and perform the following Duties and Responsibilities:

1. Project Planning and Designing Related Works

  • Support in planning, designing and budgeting of the projects, and in developing Logical Framework for different projects and programs.
  • Support in developing concept papers as well as project proposal development through the use of updated research and M&E findings.
  • Support in various Resource Mobilization initiatives.
  • Contribute to apply for funds matching organizational and prospective donor requirements.
  • Working closely with the Research Team in developing research proposal, research designing and implementing, tools/instrument designing, data processing & analysis and report writing.

2. Project Monitoring & Evaluation Related Works

M&E Plan, Framework and System Development and Implementation:

  • Establishing M&E framework, identify sources of relevant data and the processes for data management for ensuring effective implementation of strategic plans and key program initiatives.
  • Support development of monitoring and evaluation plan consistent with the M&E framework.
  • Ensure that project outputs definitions and activity definitions including description and quality criteria have been properly recorded in order to facilitate monitoring and evaluation system as well as reporting.
  • Support formulation of a clear and operational mechanism for M&E ; develop a clear system for verifying programmatic performance, particularly against intended results and targets.
  • Support in facilitating interpretation and utilization of performance benchmarking measures, indicators and share reports to the relevant staff members.

M & E Tools Design and Implementation:

  • Support facilitating in developing and designing M&E tools and indicators for program follow up and evaluation.
  • Support to ensure effective management of M&E efforts and successful achievement of organizational goals and objectives.
  • Facilitate in synthesizing and analyzing data and preparing program based summary reports on M&E results.

Facilitate Result based Management:

  • Regular meeting with the Senior Management Committee to discuss results of data and plan of action steps in order to build strength and address weaknesses of the program.
  • Developing different indicators for program/project follow up and measuring success of the project.
  • Support to ensure effective management of M&E efforts and successful achievement of organizational goals and objectives.
  • Regular visit to Partner NGOs to ensure consistency and quality of monitoring data through regular meetings and to discuss field progress and challenges to receive updates project status.

Reporting & Presentations:

  • Support facilitating in the timely preparation and submission of Project Quarterly and Annual Progress reports; and according to standards in terms of format and content quality for the donors and concern authorities.
  • Ensure that project results and reports are properly disseminated internally and externally.
  • Contribute to generate quality monitoring and evaluation report, field visit reports and research reports for different project/programs.  

3. MIS Related Works

  • Facilitate to review/ update comprehensive ASF Management Information System (ASFMIS) for the ASF programs.
  • Ensure effective use of ASFMIS.
  • Identify a common approach for the Units that largely fit to ASFMIS.
  • Ensure that ASFMIS users are trained on various MIS strategies, tools and guidelines.
  • Ensure smooth operation of ASFMIS & IT functions in a cost effective manner.
  • Manage prioritized help desk support regarding MIS.
  • Ensure effective planning & implementation of data backup system of MIS.

Carry out any other tasks assigned by the supervisor that may be within the scope of the position to ensure the effective delivery and development of the project.

Educational Qualification:

At least post graduation from a recognized university preferably in Development Studies, Women and Gender Studies, Mass Communication and Journalism, Economics, Public Administration, Sociology, Social Science or any other relevant discipline of Social Science.

Work Experience:

Minimum 07 years of working experience at managerial level in national or international NGO in the field of project/program M&E related works, and having experience on social development, human development, VAW, GBV, women rights and or human rights issues.

Skills, Knowledge & Abilities:

  • Successfully development and implementation of Monitoring & Evaluation Plan, Framework and System in ASF and periodical review if and when required
  • Initiate for timely data collection from relevant stakeholders
  • Hands on experience in result based monitoring and development M&E tools and indicators.
  • MIS development and implementation skills and knowledge.
  • Excellent verbal and written communication, networking and negotiation skills.
  • Strong analytical and strategic thinking skills.
  • Strong quantitative and qualitative data analysis skills.
  • Integrity, transparency, proactive stance and team building capacity.
  • Hard working and committed to meet the deal line.

  • Ability to represent ASF as required.
  • Language proficiency in English is essential.
  • Report writing skill.

Salary: Monthly salary BDT 74,200/-
