Module Development and Training Facilitation on ICT Use and Service Provisions

Overview of the Organization:

Acid Survivors Foundation (ASF) was formed on 12 May 1999 with the growing concern of the rising trend of acid violence in Bangladesh. It began its journey with a vision of Bangladesh free from acid violence, where burn victims, especially women and children, live with dignity. It has been working towards its vision by working on an integrated approach, using a holistic (bio-psycho-social) multi-stakeholder approach, which includes: prevention of acid and burn violence, comprehensive medical support, legal assistance, research & advocacy and social & economic rehabilitation to combat acid violence from Bangladesh. Through ASF’s comprehensive efforts the number of acid attacks over the years has been reduced. In the year 2002, the highest number of attacks was seen with 496 recorded attacks with 494 incidents. However, the trend started to decline from 2003 and in 2017 there were 39 numbers of incidents affecting 48 victims.

Purpose of the Assignment

The use of Information Communication Technology (ICT) has been remarkably increased all over the country nowadays. ICT can be a powerful mechanism to connect and mobilize people to address violence against women and girls and to increase accessibility of services, especially for women and children. Keeping in view, the importance of ICT use and prospect, ASF has been implementing a project ‘ICT based response and support mechanism to address violence against women and girls’ in two districts, Bogra and Narsingdi with the support from Department of Foreign Affairs and Trade (DFAT). A phone based alert system (through SMS, Phone/Apps) will be introduced to report incidents of acid and other form of violence and quick response to the victim with required services through help desk which will be set up under this project . This project has been implementing in 16 unions of 4 Upazilas under respective two districts. Through the project, ASF will also build the capacity of the survivors of two districts to prevent, report and respond to acid and other forms of violence and also engage with the groups, committees and other stakeholders to be a part of the ICT based response and support mechanism.

Under this project, ASF has intended to develop 2 training modules, one on ‘ICT Use’ and the other on ‘Service Provision (GO/NGO)’ focusing on medical, legal, psycho-social and rehabilitation for provision of training to enhance the capacities of 100 participants including survivors. Duration of each module is estimated for 1 day. In addition, ASF has planned to organize four 2-day long trainings at district level on the respective issues (1 day on ICT Use and the other day on Service Provision) based on the modules for the survivors’ group members, union volunteers,  project staff and community leaders  to enrich their knowledge and skills. We do expect that these trainings will help participants to be more aware of ICT use relating to response and support mechanism to prevent acid and other forms of Violence against Women and Girls (VAWG) with service provisions on mentioned areas.

Objective:

The objective of the assignment is to develop two training modules in order to build the capacities of Survivors’ group members, union volunteers, project staff and community leader on “ICT Use” and “Service Provisions (GO/NGO)” focusing on medical, legal, psycho-social and rehabilitation services. The consultant/consultancy firm will prepare these two modules and facilitate four trainings for 100 participants (25 participants in each training) as per the modules.

Specific Tasks to be Performed

Step 1:

  • Conduct inception meeting and prepare report with detailed process of the assignment
  • Develop schedule/work plan for the entire assignment
  • Conduct TNA with the participants at ASF and district levels

Step 2:

  • Develop training contents, session plan with detailed process
  • Develop draft modules for facilitating trainings on ‘ICT Use’ and ‘Service Provisions’ and sharing with ASF officials
  • Finalize the modules in consultation with respective official of ASF
  • Prepare handouts for the participants

Step 3:

  • Facilitate four 2-day long trainings at district level (2 trainings at Narsingdi and 2 trainings at Bogra) on the respective issues (1 day on ‘ICT Use’ and the other day on ‘Service Provisions’)
  • Conduct training evaluation (Pre and post)

Step 4:

  • Prepare draft training report and share this with the relevant officials of ASF
  • Finalize the report by incorporating the feedback from ASF and submit

Expected deliverables from the Assignment

The consultant/consultancy firm will deliver the followings with the hard and electronic copy which will be approved by ASF officials:

  • Inception report with detailed work plan and implementing process for performing the task
  • Outline of the training modules
  • Final training modules (ICT Use and Service Provisions)
  • Final handouts of the two trainings
  • Final training  report with detailed evaluation findings
  • Duration of the Assignment

The consultancy will be completed within 31 May 2018. The consultancy firm will be expected to start working from the date of singing the agreement and complete all responsibilities within agreed time. ASF will select the training participants, and the consultant/consultancy firm will be expected to arrange venue including other logistic and refreshment supports required for trainings.

Required Experience and Skill

  • Minimum 8-10 years experience in developing of training module and training facilitation
  • The lead consultant along with members of the team should have excellent academic background and have proven track record in conducting similar assignment
  • In-depth knowledge and understanding on ICT issues, technology, securities, ICT Act, policies and procedures, ICT based social mediums, violence report tracking through ICT, etc. as well as government service provisions.
  • They also require sound understanding on VAWG, GBV, Acid Violence, Rights, etc. issues
  • Excellent communication and facilitation skills
  • Ability to produce high quality work under tight timeframes
  • Budget and Payment Procedure

Applicants are expected to submit their financial proposal (inclusive VAT and Tax) for the entire exercise. Please note that all VAT and TAX amounts will be deducted from the total amount at source (i.e. ASF) as per Government Regulations. The consultant/consultancy firm will be paid in phases upon completion and submission of key deliverables. Payment will be provided in three installments. 30% will be paid after signing, 30% after finalizing the modules and 40% after successfully completion of the 4 trainings and finalization of the reports. The payments will be made through account payee cheque.

Application Process

Interested Individual Consultant or Consulting Firms are invited to submit an Expression of Interest (EOI) for delivery of the assignment. The EOI should include:

  • Both Technical and Financial proposals
  • Detailed technical proposal will include proposed understanding of the work, strategies and methodology indicating the overall process
  • Clear work plan including deliverables and detailed time frame
  • The financial proposal will include detailed budget containing total costs as per man-day rates, work plan and any other costs anticipated in undertaking process of the assignment
  • Detailed CV of the consultant/firm with full description of the profile and experience
  • Contact details from at least two independent referees
  • Sample of 2-3 relevant assignment previously produced
  • A cover letter outlining the suitability of consultant or consultant firm for the assignment
