Request for Proposal (RFP) for developing standard case management system of ASF



 
1. Introduction/ Background:

Acid Survivors Foundation (ASF) is a centre of excellence with a vision of Bangladesh free from acid violence, where burn victims, especially women and children, live with dignity.

It is an independent, non-government, non-profit organization, set up as a Trust and registered with the NGO Affairs Bureau of the Government of Bangladesh. It is the only specialized NGO in Bangladesh working to prevent acid and burn violence; empower survivors, especially women and children; and campaign for prevention and elimination of this violence. ASF works with an integrated approach, using a holistic (bio-psycho-social) multi-stakeholder approach backed by research, experience and evidence.

Acid violence is a vicious and one of the worst forms of gender-based violence attributed to a combination of three inter-related factors: gender inequality and discrimination in a predominantly patriarchal social structure; easy availability of acid; and deficit in effectively punishing the perpetrators.

Acid violence is a heinous act of burning, deformation and destruction of the face and other parts of the body of the victims, often causing disabilities and deaths by throwing acid as a means of revenge for resisting sexual harassment, refusing marriage proposal, or failure to pay dowry, etc. Acid violence is a form of vengeance for other types of social conflicts like dispute over land or other properties between families, neighborhood conflicts or even political rivalry, in most cases the women, young and adolescent girls and the girl child are the victims. It is a criminal act having huge psychological and moral breakdown as well as a deep sense of insecurity of the survivors.

Acid violence takes place in many societies but very few have faced it head on. Before late nineties acid throwing was not recognized as a form of violence against women in Bangladesh too, until the Acid Survivors Foundation (ASF) was set up on 12 May 1999 as the first organization to challenge this scourge. Since then ASF has emerged as a global pioneer in tackling the problem of acid violence as holistic manner.

ASF applies bio psychosocial model which addresses the biological, psychological and social needs of victims of acid violence as well as address the social processes that perpetuate VAWG through its prevention campaigns. ASF provides a list of services to survivors of acid and other burn violence which include medical, psychosocial, legal, rehabilitation and reintegration support. Since its beginning ASF try to follow a case management system (Rescue - reintegration of the acid survivors). Based on the contextual demand and need of the survivors ASF is planning to revise the existing case management system and identify the strengths and gaps for strengthening the overall case management system.
The key objective is to effectively and efficiently provide support and services to victims of acid attack and other burn violence, improve recording and documentation of cases, monitor the referral system and reduce the risks of further victimization and successful integration.

As a process to ensure case management and referral procedures are more cohesive, comprehensive and adequate, the need to develop a referral manual became apparent to have standardized referral system and meet minimum standards.

ASF have developed internal forms and guidelines to undertake case management but not always fully address the needs of the survivors or in light of standardized case management practice. This has shown the need to harmonize and use standardized forms and tools to capture useful data helpful in case management.

2. Objectives of the consultancy:

a) Review existing Case Management System and other documents of ASF and other relevant stakeholders.
b) Review existing Case Management Documentation System of ASF and review other relevant national and international Case Management Documentation Standards
c) Develop a standard Case Management System Guideline and Case Management Documentation Standard to strengthen overall case management process of ASF.

3. Responsibilities.

  • The consultant will review the case management procedures, documentation systems and referral guidelines used by ASF and other relevant organizations
  • Facilitate a   participatory process where multidisciplinary professionals can contribute

including Acid and other burn survivors.

4.  Deliverables

The consultant shall submit to ASF reports and inputs given to validate the document as follows:

  • A detail work plan with consultation of ASF team
  • Workshop schedule and guideline
  • Draft case management system and tools
  • Final case management System and Case Management Documentation Standard

5. Duration

The overall duration of work will be 6 weeks after the contract or final agreement

07. Intellectual Property rights and confidentiality

Ownership and copyright of all data, drafts and final products will be the sole and exclusive property of ASF. No information of ASF can be shared with others or used for any other purpose. The agency / consultants expected to keep confidentiality of ASF information.

08. Required Skills and Experience:

The task will be executed by external consultants/ consulting firm with the cooperation of ASF. The consultant/firm which will be chosen to execute task will have the following qualifications and skills:

  • Consultancy firm/ individual consultant should have clear understanding / conceptual clarity about the case management process
  • Sensitive towards survivors rights issues and relevant international standards, laws etc
  • Knowledge about existing case management system  of South Asia region
  • Social work/ psychology and clinical psychology background  is required for this assignment
  • Experience  / expertise to prepare different guideline/ module/ materials in relevant field

09. Cost:
While determining the cost/fee, the consultant should consider the following aspects:

  • Involvement of individual consultant’s and other team members  time
  • Consultancy fee for other team members  of the firm
  • Other cost to complete the task
  • Should clearly identify , as a separate amount, the local tax, VAT as applicable

Cost must be expressed in local currency

10. Call for Proposals

ASF invites proposal to developing standard case management system of ASF from renowned consulting agency/ individual consultants. Interested institutions/agency/ individuals should clearly indicate their background experience and knowledge of subject area, demonstrate how they meet the required skills and experience, a statement of their availability. In addition, we ask consultants to send:
a) Short summary of the proposed process for the task, methodology, Technical proposal, as well as clearly indicating the use of the budget (Financial Proposal).
b) CV of consultants
c) Organizational profile (in case of firm)
d) Client list
e) Copy of trade license (in case of firm)
f) Copy of TIN certificate
d) Copy of National ID card (owner’s national ID card in case of firm)

The proposal should be a maximum of 6 pages + CVs and necessary papers. ASF will not fund the preparation, submission or presentation of proposals in response to this RFP. The selection of the Consultancy firm/ individuals will be competitive based on the quality of the proposal, the profile of the proposed team, and cost. ASF does not bind itself to accept the lowest bid submitted in response to this RFP.

The deadline to submit proposal by close of business on April 22, 2015.
