Request for Proposal (RFP) for Hiring Travel Agency

Location: Dhaka, Bangladesh

Duration: ARTICLE 19 is seeking Request for Proposal (RFP) on company letter head/pad from Travel Agencies to establish Framework Agreements for Travel Services for 5 years.

General Requirements for Proposal Submission:

  • The agency will have to provide 2 cars (Model 2017 onwards) for regular office use,
  • one SUV (2000-2500 cc) and
  • another Sedan (1500 cc)
  • Fuel : CNG not allowed
  • Service days will be full time (week); SUV 7 days, sedan 6 days
  • Service Hours will be 10 (Ten) hours per day.
  • The agency will be responsible for car maintenance, car parking and driver remuneration, overtime and meals. Spare tyre must be kept in car for backup.
  • Servicing has to be done at least once in every 3 months and report must be submitted to ARTICLE 19.
  • For emergency services other than the working days the agency will ensure the car service as well as Driver and for that time only the payment will be as daily car rental ratio basis.
  • Additional vehicle whenever required on Emergency basis on working days/weekends, inside/outside Dhaka must be provided and the quotation should mention estimated cost for the additional vehicle used.
  • Must provide drivers with excellent track records and provide valid identifications, recommendations from previous job, license copies before appointing for ARTICLE 19 Bangladesh & South Asia as essential criteria. Must provide the following documents of the duty drivers such as driving License, copy of National Identification Card, complete Resume with previous experience details, police verification certificate, Local reference details, educational qualification certificate (if available).
  • Alternate drivers must be provided when designated drivers are on leave.
  • Driver will be appointed by the agency as per concern and likeness of ARTICLE 19 Bangladesh & South Asia.
  • Must keep the vehicle’s legal papers (as per BRTA Rules & Regulations). The documents such as route permit, vehicle fitness, Blue Book, Tax pay slips, Insurance, Driver’s License, License number plate up to date.
  • Must keep regular tracks of milage, car fuel input, transportation time, Car In-Out time, destination details and users’ details with signatures through Vehicle LOGBOOK.
  • Will replace the car in case of technical, mechanical, or legal problems and must maintain the vehicle in good condition by timely servicing,

Terms & Conditions

  • Vendors have to quote price in BDT.
  • Payment shall be made monthly. The payment will be made through S2B after completion of entire work satisfactorily.
  • Incomplete offers or offers which do not comply with any of conditions mentioned above will not be considered.
  • ARTICLE 19 reserves the right to accept the lowest or whole or part of your offer.
  • ARTICLE 19 authority reserves the right to impose penalty or cancel the entire or partial purchase order if vendor fails to maintain the quality and specification.
  • ARTICLE 19 authority reserves the right to accept or reject any or all the tenders/bids in part or full or alter any of the provisions as deemed necessary, without showing any reason whatsoever at any time and acceptance of any liability. ARTICLE 19 reserves the right to accept the whole or part of your offer
  • Both technical and financial aspects will be considered in the proposal/bid evaluation process.
  • Making a payment to any employee as an inducement or any canvassing to enable you to win this bid will result in automatic disqualification participating in this tender or any other tenders. Any solicitation/influence/non-compliance of the Terms & Conditions of this Tender will lead to disqualification of the submitted Tender/Bid and will be treated informal/rejected.
  • Quotation should indicate final unit price, which includes all costs (transport, labor,) for locations, discount, Income Tax, VAT. All kind of charges including applicable Taxes/VAT will be deducted at source from the total bill as per Govt. Rules & Regulations.
  • All the documents accompanying this bid must be properly stamped and signed.

Other Requirements:

The offer should include the following documents which will be considered in proposal evaluation. Non-existence of any of the documents mentioned below may be treated as disqualification:

  • Unit Price in BDT inclusive of Tax,
  • VAT and all other applicable charges
  • Copy of updated Trade License
  • Copy of eTIN Certificate
  • Copy of VAT Registration Certificate
  • Bank solvency certificate

The Zero Tolerance Rule: ARTICLE 19 follows a “zero tolerance” rule with regard to corruption (including fraud).

Terms and conditions of this RFP is a part of the Purchase Order. In all cases, the decision of ARTICLE 19 will be final.
