Terms of Reference 
for
Accounts and Finance Officer

Job Description/Responsibilities
Reporting to the Regional Director Bangladesh and South Asia the incumbent will be responsible for high standards of accounting including assisting in planning, budgeting and timely financial reporting. He will also be responsible for high quality record keeping and archiving including all accounting, financial and operational documentation of the regional office. Conducting all banking related tasks and supporting fund raising is a must. An integral part of the position will be assisting the Regional office in compliance of contracts including calling forward budgets, providing support to transfer of funds, processing of government clearances. He will contribute in the development and improvement of financial procedures and systems.

Accounting & Controls

  • To process invoices, expenses and other transactions in an accurate and timely way ensuring that transactions are processed correctly for internal management reporting and reporting to donors against donor budget codes
  • To process monthly payroll in an accurate and timely way ensuring that tax contributions are correctly processed and payments made on time to employees and tax authorities
  • To comply with and implement advice on improvements to the system of internal controls
  • To assist the Regional management in managing cash flow in conjunction with the Senior Finance Officer and process payment requests to donors and the International Office on a timely basis
  • To prepare and process bank reconciliations, other balance sheet reconciliations and otherwise follow best practice month end procedures
  • Overseeing different kinds of audits such as internal, external and donor and those for the NGO Affairs Bureau

Reporting & Cost Recovery

  • To provide reporting to regional management anddonors against project budgets on a timely basis and respond to donor queries as necessary with support and direction from the SFO and Regional Director as required.
  • To support Regional management in the management of project budgets and their execution in conjunction with the programme budget holders, the SFO and providing up-to-date reporting and variance analysis
  • To allocate actual expenditure against project budgets in the most effective manner ensuring that restricted grants are fully utilised, where possible
  • To support the Director and SFO in creating new budgets for funding applications ensuring that Full Cost Recovery principles are implemented
  • To support the annual budget process with support and direction from the Regional Director, the SFO as required.

Systems & Other

  • To support the implementation of the new finance system, Access Dimensions, under the direction of the SFO
  • To understand how the system works and make suggestions for deriving the maximum benefit from the system in the processing of transactions and extracting information from the system
  • To support the training of other staff how to use the system to help them in their work
  • To support the audit process by donors and the audit process by the International Office’s auditors under the direction of the SFO
  • To support the SFO in general office administration as required.

Oversight of Accounts

  • Assisting the Regional Director in keeping an oversight over books of accounts including:
  • Ensure the maintenance of a standard petty cash systems, asset register, custody of cash money, cheque books and valuable documentation, estimating and controlling cash flows, preparation of bank and principal reconciliations
  • Preparation of salary and benefits statements and payments of Vat and Income Tax
  • Assist the Director in overseeing the management of all organizational bank accounts, opening new ones as appropriate and ensuring adequate funds are available to meet expenditures
  • Monitoring all organizational expenditure and scrutiny of all transaction and ensuring that they are within  budgetary limits

Person Specification

Essential

  • A qualified accountant (or qualified by experience).
  • At least 7 years’ experience in working in an accounts position of a similar level in a computerised accounting environment.
  • Knowledge and experience of internal controls.
  • Strong IT skills with excellent knowledge of Excel and other Office products.
  • Good communication skills and the ability to work well under pressure.
  • Solution-orientated and able to solve problems.
  • A basic knowledge of English is essential (the accounting system is only available in English) and a willingness to work in an English-speaking environment.
  • Ability to manage diverse workload and to work to tight deadlines.

Desirable

  • A degree in accounting, finance, business administration or other similar.
  • Good knowledge and experience of using mid-level accounting systems.
  • Experience in working in an organisation with at least $500,000 of annual income.
  • Experience of working in finance in a NGO, ideally with restricted funding from official donors, or otherwise reporting to external stakeholders.
  • Experience of working for an international organisation.
  • Good to excellent written and spoken English.
