Job Description/Responsibilities

Reporting to the Regional Director Bangladesh and South Asia the incumbent will be responsible for high standards of accounting including assisting in planning, budgeting and timely financial reporting. S/he will also be responsible for high quality record keeping and archiving including all accounting, financial and operational documentation of the regional office. Conducting all banking related tasks and supporting fund raising is a must. An integral part of the position will be assisting the Regional office in compliance of contracts including calling forward budgets, providing support to transfer of funds, processing of government clearances. S/he will contribute in the development and improvement of financial procedures and systems.

Finest Standards of Financial Reporting:   The principle responsibility of the Accounts and Finance person will be:

  • Maintaining excellent books of accounts and the preparation of high quality and timely monthly, quarterly and other financial reports and assisting the director to meet A19 London and other donor reporting  requirements ;
  • The preparation of the finest quality of financial reports and oversight of high standards of books of account including preparation of monthly, management accounts and variance analysis and monitoring expenses against budgets and regularly provide briefings to the Director for advice;
  • Assisting the Director in preparing, monitoring and revision of budget as necessary and variance analysis ;
  • Overseeing different kinds of audits such as internal, external and donor and those for the NGO Affairs Bureau;

Oversight of Accounts: Assisting the Regional Director in keeping an oversight over books of accounts including:

  • Operationalising accounts and finance software such as QuickBooks and any other including training and capacity building of junior accounts and finance staff.
  • Monitoring all organisational expenditure and scrutiny of all transactions and ensuring that they are within budgetary limits;
  • Ensure the maintenance of finance records and all financial documentation in relation to the regional office operations;
  • Ensure the maintenance of a standard petty cash systems, asset register, custody of cash money, cheque books and valuable documentation, estimating and controlling cash flows, preparation of bank and principal reconciliations;
  • Preparation of salary and benefits statements and payments of Vat and Income Tax; and;
  • Assist the Director in overseeing the management of all organisational bank accounts, opening new ones as appropriate and ensuring adequate funds are available to meet expenditures;

Financial Management

  • Assisting the  Director and the Projects Team with financial analysis, timely budget revisions, in order to calling forward budgets to access project funds and to arrange transfers to the regional office;
  • Assisting the Regional director in ensuring compliance of donor contracts and processing of government clearances;
  • Assisting in the preparation of FD6 and FD2 and all other relevant processes for funds clearance from the NGOAB;
  • Assisting the A19 Bangladesh Director in reviewing  and updating of operational contracts and MOUs ;
  • Contributing to the submission of new proposals by preparing budgets and providing necessary financial information and analysis;

Programme and Office Support: will include:

  •  Ensuring all procurement needs are met in accordance with budgets such as computers and equipment, furniture, stationaries etc and put in place an excellent inventory and store management system;
  • Assisting in the development and improvement of financial procedures and high quality financial reporting and systems;
  • Supporting ARTICLE 19 programmes and support the planning, financial reporting, and logistics of all such programmes and visits;

Educational Requirement
At least a master in Finance/Accounting, MBA major in Finance from a recognised University CPA or equivalent degree;

Experience

  • A minimum of 7 years of professional experience of which at least 3 years in a senior position within the finance team of a renowned national NGO or an international NGO;
  •  Extensive experience of budgeting, financial systems and procedures, ability to analyse financial data and preparation of financial reports, statements and projections, proven experience accounting software and packages;
  • Advance knowledge of quick Books;
  • Strong communication in written English and Bangla. Problem solving and Team Work;
  • Ability to manage a complex and diverse workload and to work to tight  deadlines

Salary:  Negotiable within our scales for Accounts and Finance Position
