ARK Foundation is a non-government, non-political and not for profit organization. It is registered with Registrar of Joint Stock Company of Bangladesh and NGO Affairs Bureau of Bangladesh. We carry out research on priority areas and share our evidence-based research findings to wider audience through a series of planned research uptake activities. ARK Foundation is a partner of Communicable Disease Control Programme (COMDIS-HSD) and Nuffield Centre for International Health and Development, University of Leeds, UK. COMDIS-HSD is a Research Programme Consortium (RPC) funded until 2016 by UKAid. Currently ARK Foundation is implementing 3 projects under COMDIS-HSD on primary health care at community clinics, non-communicable disease control and family planning. ARK Foundation has been awarded a research grant from University of York, UK to conduct a research on smokeless tobacco.

  Supervisory Responsibility :   Finance & Administration Team members

Coordinate with:
Internal: Executive Director, Management Team members, Research Associate and External: Donors, NGOs Partners, Banks, suppliers and other stakeholders.

Purpose of the position:
To ensure Finance, Human Resources and Administrative functions of ARK Foundation are running effectively to achieve its objectives with focus on COMDIS HSD Projects planning, budgeting, actual financial information recording and reporting. To comply with all related laws, rules and internal guidelines including Joint Stock law, tax law, NGOAB policies and partners/donor’s compliance requirement.

Responsibilities & Specific Tasks:

Compliance:

  • Ensure all ARK Foundation’s activities are performed in compliance with Joint Stock Law, Banking &Financial laws, NGO Affairs Bureau rules, guidelines and procedures and also in line with all other relevant rules and guidelines.
  • Ensure compliance with internal policies of ARK Foundation i.e. Governance, Finance, Procurement and Human Resources policies as adopted by ARK Foundation.
  • Play effective role as a member of the ‘procurement committee’ ensuring adherence to procurement policy for controlling cost and upholding integrity across the ARK Foundation
  • Check travel and subsistence claims and ensure compliance with ARK finance regulations and Bangladesh NGO regulations

Budgeting:

  • Assist ARK Foundation Executive Director/Finance Director and COMDIS HSD Project Management Board (PMB) in the detailed preparation of each COMDIS-HSD project budget.
  • Recommend revisions to COMDIS-HSD project budgets related to changes in activity, as required.
  • Oversee the financial element of subcontracts with other Bangladesh Partner organisations linked to the COMDIS-HSD programme.

Accounting:

  • Maintain a true and fair accounting record in MIS and relevant software systems of ARK’s COMDIS-HSD activities. All financial transactions should be supported by vouchers, receipts, wage slips and other documentation.
  • Maintain accurate and up to date finance files in line with audit regulations.
  • Monitor income and expenditure of COMDIS-HSD funds and ensure that all transactions are eligible costs as per subcontract with University of Leeds and accounted for in a timely and accurate manner.
  • Ensure that all ARK bank account transactions have a clear audit trail. Monitor COMDIS-HSD bank transactions and reconcile to accounts.

Human Resources:

  • Monitor % FTE’s of COMDIS-HSD staff
  • Monitor completion of timesheets by staff
  • Ensure completion and record keeping of staff payslips
  • Ensure payment of salaries to COMDIS-HSD team and that there is a clear, auditable record of payments including the monitoring of staff payslips.  

General Duties:

  • Monitor and supervise work of Finance Officer and ensure his/her development.
  • Be effective as the main contact person for financial and administrative matters between ARK foundation and University of Leeds, liaising with the COMDIS –HSD Consortium Manager, the Research Administrator, Institute Director and Institute Manager.

Job Nature: Full-time 

Educational Requirements:

  • A recognised professional accounting qualification (CMA/CA/ACCA/ACA/etc) is an essential part of this role. Individuals should only apply if they have qualified as a member of a recognised professional accountancy body (Bangladesh/UK/etc).

Experience Requirements: Minimum 5 year(s)

Additional Job Requirements:

  • A minimum five years of managerial experience in Finance & Admin/ programme support services.
  • Extensive experience in Finance, logistics, HR and Administration.
  • Sound understanding of budgets, financial management, programme management, HR
  • Strong communication skills in both Bangla and English in terms of reading, speaking and writing

Salary Range: 70k to 85k per month
