Conducting Baseline Survey and Vulnerability Assessment of Persons with Disabilities in ADD International Bangladesh’s Program Areas

1. Background of the Assignment

ADD International is a UK based International Development Agency working with Persons with Disability (PWD) to promote human rights and dignity.  ADD International has been active in Bangladesh since 1995 working with persons with Disability by organizing them in to DPOs (Disable Peoples Organization) and over the period reached to more than 30,000 PWDs in 27 districts.   ADD International Bangladesh has been playing an instrumental role to form DPOs at grassroots and national level. At present ADD International Bangladesh has programmatic partnership with about 60 DPOs and with DPO’s networks.

ADD’s main approach is to ensuring empowerment of PWDs following a social model and rights based approach to address the disability issues compounded though various social and economic exploitation and disparity. At the grassroots ADD International Bangladesh is organizing the PWDs into Self Help Groups and then federated them into DPOs at the Union level. ADD also played an instrumental role to organize District Federation and National Networks of PWDs.

The main programmatic theme of ADD International Bangladesh are (i) Social political and Civic rights; ii) Economic Empowerment and Wellbeing; (iii) Community Based Mental Health; (iv) Disability Inclusive WASH; (v) Inclusive education for children with disabilities; (vi) Gender Based Violence and Climate Change and Disaster Risk Reduction is taken as cross cut in all areas. Prevention of Gender Based Violence; ADD International Bangladesh implements project on these themes for creating evidence and documenting good practices for scale up by others and influencing the policy in support of the PWDs.

ADD International Bangladesh intends to conduct a Baseline Survey of the targeted about 4500 Persons with Disabilities in 3 districts: Patuakhali, Bogura and Rangpur. Vulnerability assessment of these areas also be followed. Using the found information a comprehensive Data Base will be developed. ADD International Bangladesh started implementation a new project – “Promoting Representation and Participation of Persons with Disabilities in Local Governance and Development in Bangladesh as a Strategy for their Social, Political and Economic Empowerment-PRPPLD” funded by European Union in above mentioned districts. So, intention is that the Data Base will be an added value in its action planning to address exclusion and LNOB principles of SDGs and doing policy advocacy where Policy Maker, Power holder, Diplomats, CSO/NGO Leaders, and Representatives from Persons with Disabilities will be aware the actual socio-economic and political situation of the persons with Disabilities.

ADD International Bangladesh is seeking technical and financial proposal from qualified individuals/firms having extensive knowledge and experience on Baseline Survey, Vulnerability Assessment, developing Data base and analysis it using obtained information and Reporting. Previous good track record of providing these types of services to I/NGOs is preferred.

2. Purpose of the Study

The specific purpose of the Study is to gather upmost segregated multi-dimensional information of PWDs from Patuakhali, Bogura and Rangpur so that a comprehensive data base could be developed. Which will lead to ADD and other likeminded institutions for implementing its effective project for the betterment of Persons with Disabilities. The service provider/s is expected to collect data from ADD International Bangladesh project locations (Patuakhali, Bogura and Rangpur) through documents review, interview, discussion with PWDs/DPOs, interactive interviews with various stakeholders as appropriate.

3. Scope of Work

  • Reviewing relevant secondary documents
  • Developing Questionnaire/Checklist in consultation with ADD International Bangladesh
  • Finalizing work plan in consultation with ADD International Bangladesh
  • Providing orientation to DPO leaders and Volunteers on Questionnaire/Checklist.
  • Collecting data through Field/DPO/PWDs visits and validation
  • Data entry and writing report
  • Developing Database
  • Finalizing the Report on Baseline study and Vulnerability Assessment

4. Expected deliverables

  • Draft Database to review
  • Final Database in soft and hard copies
  • Draft report on Baseline and Vulnerability Assessment
  • Final Report in soft and hard copies

5. Time Frame

The individual/ firm will be engaged for work after signing the agreement. All procedure of the study is to be completed by 30 August 2018.

6. Ethical standard/Ethical policy:

Any interview taken from the concern PWDs/DPOs/SHGs and or others should have in agreement that none of them have any reservation or objection to use these data/information’s for the publications and share with relevant stakeholders. If necessary the individual/firm should use a concurrence form with due signature from the individual/group and or their representatives. 

7. Proposal submission information:
