About ADD

ADD International is a UK based International Development Agency working with Disabled People’s Organizations in  Asia and Africa. ADD International Bangladesh Country Program started in 1994 and gradually expanded to 27 districts of Bangladesh during the 23 years of tenure. About 150 DPOs at local and national level are attached directly or indirectly with ADD Bangladesh including 30,000 different types of women and men with disabilities. ADD Bangladesh contributed in the areas of awareness rising and capacity building of the PWDs at the remote rural areas including disaster prone areas and urban slums. Organizing PWDs into self-help group leading to creating Disable Peoples’ organization(DPO) at the Union, district level and creating of national level network of the DPOs are some key milestone work of ADD. Also, ADD works for facilitating DPO movement for the rights of PWDs.

ADD International Bangladesh (Action on Disability and Development) in partnership with National Grassroots Disability Organization (NGDO) and National Council of Disabled Women (NCDW) with financial support from European Union will be implementing a three years project titled Promoting Representation and Participation of Persons with Disabilities in Local Governance and Development in Bangladesh as a Strategy for their Social, Political and Economic Empowerment (PRPDLG). The project will be implementing in Patuakhali by ADD, in Bogra by NGDO and in Rangpur by NCDW.

Job Profile: Field Operation Manager (1 post based in ADD Dhaka office)

Project title: Promoting Representation and Participation of Persons with Disabilities in Local Governance and Development in Bangladesh as a Strategy for their Social, Political and Economic Empowerment (PRPDLG)

Job Purpose

With strong focus to ADD’s strategic programme and organizational needs, the job holder will be responsible for providing overall technical, managerial and operational overseeing the project. The position will have strong connection with multiple stakeholders i.e. government, NGOs, CSOs and directly manage partnership with two Co-Applicants (national level network) of the project. Adhering ADD and EU policy compliances the position will provide strategic and managerial leadership to the project staff members, DPO leaders and others as appropriate. The position should have regular field engagement for progress review of the 36 months project as per the log frame and ensure accomplishment with quality and learning evidence creation.

Main Duties and Responsibilities

  • Overall project management and coordination maintaining project cycle to ensure project goals and outcomes
  • Unpacking the PRPDLG project into detail operational plan for all the three implementing entities (ADD and 2 co-applicants)
  • Plan for a baseline survey, conduct survey and prepare report
  • Lead NGOAB approval and grants clearance process
  • Organize Project Inception Events both at National and District level
  • Organize induction for the project staffs and clarify the roles and responsibilities of each staff members in line with project objectives and accomplishment
  • Facilitate Partnership Agreement  with two Co-applicants and partnership management with regards to their capacity building and project implementation
  • Support Office set up, procurement responsibilities, and take all necessary other preparatory works
  • Ensure that Project Implementation Plan (PIP) is followed with maintaining all organizational and donor partners compliances
  • Regular Monitoring and technical support through visits (Field activities and partners office and concern DPOs) and progress tracking
  • Facilitate preparation of  Quarterly Progress Report of the project in line with ADD global Monitoring Framework and in coordination with other projects
  • Prepare EU reports as per template with all evidence and trusted data
  • Ensure Capacity Assessment and Gender Assessment  of DPOs and partners by using ADD 3 Circle Tools and Gender Assessment Tool and prepare development support plan
  • Plan for Midterm and End line Evaluation and facilitate the process
  • Organize and participate project related national events of meetings, seminars etc
  • Coordination and networking with stakeholders including media
  • Budget analysis (expenditure tracking, variance analysis) and ensure transparent financial management with internal control and reporting
  • Staff performance appraisal, capacity development support, coordination of various line functions and regular mentoring
  • Keep close liaison with ADD Senior Management Team and report progress as required
  • Any other task/s assigned as emerged and required for the project and Organization.

  • Strong Project Management background and good understanding of Project Cycle Management (PCM)

  • Ability to identify and articulate/present programme/project needs and to resolve

  • Have knowledge and clear understanding on Human Rights and Persons with Disability’s rights along with National and International Legal Instruments on Disability Rights
  • Have proficiency in facilitation skills and can effectively handles discussions with a focus on both groups and individuals
  • Have strong negotiation skills and effectively handles partnership elements/tools like contracts/ MOUs/ATS, effectively sorts-out mutual expectations among partners ( including donor)
  • Cross-culturally adept and gender sensitive

  • Professional experience in national and international development (project management or new business development) NGOs for at least 8-10 years in similar positions, previous working experiences with EU projects in similar position will be added value.

  • Strong knowledge on donor’s policy and procedure especially for institutional donors’ project management and administration policies, procedures and reporting requirement and demonstrated ability to meet rigorous timelines and tract project results.

  • Advanced writing, editing, and negotiation skills
  • Ability to be flexible in the phase of changing priorities and maintain a sense of humour
  • Outstanding oral and written communication skill including fluency in English
