Finance & Admin Officer, DiDRR (Dhaka office based)

Project: Promoting Community Based Disability Inclusive Disaster Risk Reduction (CBDIDRR) in Costal District in Bangladesh

ADD International is a UK based International Development Agency working with Disabled People’s Organizations in  Asia and Africa. ADD International Bangladesh Country Program started in 1994 and gradually expanded to 27 districts of Bangladesh during the 23 years of tenure. About 150 DPOs at local and national level are attached directly or indirectly with ADD Bangladesh including 30,000 different types of women and men with disabilities.

ADD Bangladesh contributed in the areas of awareness rising and capacity building of the PWDs at the remote rural areas including disaster prone areas and urban slums. Organizing PWDs into self-help group leading to creating Disable Peoples’ organization(DPO) at the Union, district level and creating of national level network of the DPOs are some key milestone work of ADD. Also, ADD works for facilitating DPO movement for the rights of PWDs.

Job Purpose
The key purpose of this role is to ensure an effective accountable system in place and to introduce efficient financial mechanism for smooth operation of ‘Promoting Community Based Disability Inclusive Disaster Risk Reduction (CBDIDRR) in Costal District in Bangladesh’ project. The post holder will be responsible for ensuring efficient and accurate cash and bank books are maintained, monthly accounts and returns are produced in a timely manner, reports are extracted from the financial and administration systems to review the status of the budget and the adherence to financial policies and working with the field office to assist them in programme financial management. To also manage aspects of financial reporting, budgeting, auditing and compliance related issues, in line with ADD International Bangladesh and institutional donors’ procedures and policies. To improve the capacity of ADD International Bangladesh staff to understand both ADD International's and institutional donors' financial policies and procedures. Active support for project administrative support. Liaison with NGO Affairs Bureau is essential.

Main Duties and Responsibilities
  • Ensure that all relevant vouchers are correctly entered into the PSF system.
  • Ensure the timely payment of all bills and invoices including rent, with the proper authorization and coding.
  • Ensure DPOs/ partners, field offices, vendors payments are on time.
  • Assist Head of Finance and Operations with both the internal and external audit process as required.
  • Proper records filing in hard & soft copies.
  • Prepare Monthly/quarterly fund flow chart for core and project fund.
  • Submit fund request to the Donors and ensure fund available.
  • Budgets are monitored monthly and actions taken to address variances within overall budget limits.
  • Oversee the management of petty cash. This includes ensuring there is enough money for expenses and accurate accounting of the money.
  • Month end complete on time as per ADD UK guidelines.
  • Prepare accurate and timely monthly, quarterly, annual and special reports as required by donors, ADDUK, NGO Affairs Bureau, PMs, etc.
  • Check and verify bills and vouchers to ensure expenses are done in a cost effective way and followed ADD policies.
  • Manage the donor reporting timetable and ensure a high quality reports are produced in a timely manner.
  • Ensuring update & proper maintenance of stock and assets register. 
  • Monitor vehicle maintenance (including cleaning, fuel filling, tyres etc), registration, fitness, insurance and ensure regular service and repairs are undertaken at approved mechanics.
  • Prepare an annual chart of NGOAB bureau submission, reporting, revising as applicable and other compliance management.
  • Ensure the quality and consistency of implementation of administrative and logistical procedures and practices in a cost effective and cost efficient manner.
  • Support for procurement ensuring value for money.
  • Any other duties by the senior management.

Personal Competencies
  • Strong background experiences and good understanding on financial and administrative support to disability and DRR programmes
  • Good understanding of budgeting and financial monitoring of  disaster risk reduction projects accounting
  • Good understanding about Disability Rights and related legal instruments, National and International declarations and emerging issues on disability
  • Good understanding about DPOs and working attitude with PWDs
  • Ability to identify and articulate/present programme/project work and financial analysis at various forums and offices  
  • Ability to work in team and adopts a team style which adds value to work and reinforces good working practices.
  • Have experience in dealing with multi stakeholders including government offices
  • Have proficiency in facilitation skills and conducting financial and operational training, workshops and other local events
  • Cross-culturally adept and gender/child protection sensitive

Knowledge, Skills and Experiences

Essential

  • Specialized knowledge of finance along with Masters of Commerce
  • Knowledge of financial standards required by donors, local financial standards and legal framework
  • Knowledge of local financial standards and legal framework IAS, IFAS and BAS.
  • Experience in working with financial accounting procedures and reviewing financial reports, creating and monitoring budgets and working with compliance regulations.
  • Considerable experience in delivering financial training using different methodologies.
  • Experience in using excel spread sheet and word processing packages and other account reporting tools.
  • Self-motivated, thorough and accuracy oriented
  • 5 years working experience in similar post for a local NGO or an INGO

Desirable

  • Knowledge in institutional donor requirements and experience in dealing with institutional donor fund accounting.
  • Experience in using computerised financial reporting tools.
  • Part-qualified ACCA accountant and training related qualification.
  • Knowledge of local partners/NGOs and development.
  • Advanced use of Excel.

Job start date: By January 2018 but immediately preferable.
