Program Officer, DiDRR (Patuakhali district based)

Project: Promoting Community Based Disability Inclusive Disaster Risk Reduction (CBDIDRR) in Costal District in Bangladesh

ADD International is a UK based International Development Agency working with Disabled People’s Organizations in  Asia and Africa. ADD International Bangladesh Country Program started in 1994 and gradually expanded to 27 districts of Bangladesh during the 23 years of tenure. About 150 DPOs at local and national level are attached directly or indirectly with ADD Bangladesh including 30,000 different types of women and men with disabilities.

ADD Bangladesh contributed in the areas of awareness rising and capacity building of the PWDs at the remote rural areas including disaster prone areas and urban slums. Organizing PWDs into self-help group leading to creating Disable Peoples’ organization(DPO) at the Union, district level and creating of national level network of the DPOs are some key milestone work of ADD. Also, ADD works for facilitating DPO movement for the rights of PWDs.

Job Purpose
The major purpose of the position is to coordinate implementation of the project in the working areas and assess disaster and disability context and develop DRR related implementation and policy influencing capacity of the PWDs/DPOs, their family members and DPO facilitators. The position holder is responsible to plan and execute awareness and training programme for various target groups at the field level and carry out community mobilization, policy advocacy, monitoring, documentation and reporting of evidence and learning for the BMZ/CBM supported 24 months project of ADD International Bangladesh titled: Promoting Community Based Disability Inclusive Disaster Risk Reduction (CBDIDRR) in Costal District in Bangladesh. The position will be directly linked and worked with DPOs and other local level stakeholders including LGIs and DMCs. Progress monitoring and capturing quality programme learning and impact on the PWDs with high quality data, information collection, analysis and reporting would be considered an added value.

Main Duties and Responsibilities
  • Organize awareness events, meetings, orientation of PWD/DPO and other stakeholders
  • Develop tools and formats for survey and data collection and reporting
  • DPO capacity assessment and Training Needs Assessment of PWDs/DPOs
  • Develop Training modules, materials and conduct trainings for PWDs/DPOs and other government/non-government stakeholders and follow ups
  • Organize local level events on disability issues, DRR and maintain liaison with LGIs and service providers including and DMCs
  • Organize issue based campaign and advocacy as appropriate and priority set in the project
  • Assists Field Coordinator in day to day project management and office operation and reporting
  • Prepare project progress report and grassroots evidence and learning documents, case studies, testimonies etc
  • Plan and commit annual day observation and organize various DRR events with DPOs
  • Regular networking and maintain relation with NGO/GO and service providers

Personal Competencies
  • Strong background experiences and good understanding on disability and DRR
  • Good understanding of disability, disaster risk reduction, and inclusion
  • Good understanding about Disability Rights and related legal instruments, National and International declarations and emerging issues on disability
  • Good understanding about DPOs and working attitude with PWDs
  • Ability to identify and articulate/present programme/project work at various forums and offices  
  • Ability to work in team and adopts a team style which adds value to work and reinforces good working practices.
  • Have proficiency in facilitation skills and conducting training, workshops and other local events
  • Cross-culturally adept and gender/child protection sensitive

Knowledge, Skills and Experiences

Qualifications

Master’s degree in Development Studies/Social Science or in any other relevant discipline from a reputed University.

Professional experience in national development NGOs for at least 2- 3 years in similar positions, previous working experiences in disability sector and with DRR projects in similar position will be added value.

  • Extensive knowledge and understanding on national disability issues, national and global disability rights’ legal instruments, working procedures of LGIs
  • Good understanding of Logical Framework and result based monitoring
  • Demonstrate excellent interpersonal skills and ability to work well as a part of a team and to interact
  • Good analytical writing skills in both Bengali and English 
  • Advance computer skills including working with Microsoft Word, Excel, PowerPoint and others as appropriate.
  • Ability to travel frequently and hard to reach areas
