Field Coordinator (based at Patuakhali)

Project: Promoting Community Based Disability Inclusive Disaster Risk Reduction (CBDIDRR) in Costal District in Bangladesh

ADD International is a UK based International Development Agency working with Disabled People’s Organizations in  Asia and Africa. ADD International Bangladesh Country Program started in 1994 and gradually expanded to 27 districts of Bangladesh during the 23 years of tenure. About 150 DPOs at local and national level are attached directly or indirectly with ADD Bangladesh including 30,000 different types of women and men with disabilities.

ADD Bangladesh contributed in the areas of awareness rising and capacity building of the PWDs at the remote rural areas including disaster prone areas and urban slums. Organizing PWDs into self-help group leading to creating Disable Peoples’ organization(DPO) at the Union, district level and creating of national level network of the DPOs are some key milestone work of ADD. Also, ADD works for facilitating DPO movement for the rights of PWDs.

Job Purpose
With strong focus to ADD International Bangladesh’s strategic programme and organizational needs, the job holder will be responsible for implementing project activities achieving outcome level results. She/he will be also responsible for financial monitoring and management, expenditure tracking, coordination, reporting and overall knowledge management of the field level project activities as per proposal and logframe of the BMZ/CBM supported 24 months (2018-2019) project titled: Promoting Community Based Disability Inclusive Disaster Risk Reduction (CBDIDRR) in Costal District in Bangladesh. The position will require strong connection with local level multiple stakeholders i.e. local government bodies and committees, NGOs/CSOs and other institutions and will directly manage collaborative partnership with DPOs. Adhering ADD and CBM policy compliances the position will provide managerial leadership to the field level staff members, DPO leaders and others as appropriate. The position should have regular field engagement for progress review of the project as per the log frame and ensure accomplishment with quality and creation and documentation of learning evidence.

Main Duties and Responsibilities
  • Overall implementation and coordination of the project activities at the field level as per project charter
  • Develop Project Implementation Plan (PIP) as per project activity plan and its implementation at the field level in collaboration with DPOs/PWDs
  • Organize stakeholders’ meeting including DPO meeting and represent project at district and upazila level
  • Organize awareness and planning meetings, mock drill, training and workshops on DiDRR
  • Develop capacity building plan for PWD/DPOs and advocacy plan and its execution at all levels
  • Keep liaison with DMCs and other stakeholders including LGIs and media at various levels
  • Coordination with relevant service departments and GO/NGOs at district and Upazila level   
  • Plan and execute baseline survey, vulnerability assessment and prepare reports
  • Oversee project finance, budget and expenditure tracking and prepare financial and narrative reports as per project contract agreement
  • Budget analysis (expenditure tracking, variance analysis) and ensure transparent financial management with internal control and reporting
  • Supervision, mentoring and appraisal of the performance of field base project staffs
  • Ensure procurement of materials and logistics and livelihood inputs for PWDs as per project plan and maintain inventory
  • Generate and document evidence and learning and analyse key issues of DiDRR and reporting
  • Monitoring and tracking of achievements and prepare reports in line with ADD global Monitoring Framework
  • Participate project related local/national events of meetings, seminars etc
  • Keep close liaison with ADD Senior Management Team and report progress/issues as required
  • Any other task/s assigned as emerged and required for the project and Organization.

Personal Competencies
  • Strong Project Management background and good understanding of Project Cycle Management (PCM) and Result Based Matrix (RBM)
  • Good understanding about disability inclusion and working attitude with marginalized population including persons with disability (PWDs)
  • Good understanding about disaster and disaster risk reduction and local government system
  • Experience on Monitoring Evaluation and Learning and in networking
  • Understanding about Advocacy and Influencing work on Disability Rights
  • Ability to identify and articulate/present programme/project needs and to resolve   
  • Have knowledge on Human Rights and Persons with Disability’s rights along with National and International Legal Instruments on human rights and disability Rights
  • Have strong facilitation skills and can effectively handles both group and one2one discussions
  • Cross-culturally adept and gender sensitive

Master’s degree in Development Studies/Social Science/Business Administration or in any other relevant discipline from a reputed University

Professional experience in national and international development (project management) NGOs for at least 3-5 years in similar positions, previous working experiences in the field of DRR and disability in similar position will be added value.

  • Extensive knowledge and understanding on national disability issues, national and global disability rights legal instruments
  • Project management, coordination and problem-solving skill in order to assess – plan- negotiate-organize- monitor-evaluate measures of the success of project
  • Demonstrate excellent interpersonal skills and ability to work well as a part of a team and to interact professionally with culturally and linguistically diverse stakeholders
  • Good understanding about financial management and budget tracking and variance analysis
  • Good analytical writing skills in both Bengali and English and report writing
  • Strong leadership, negotiation and communication skill
  • Able to network with stakeholders while also acting as a liaison between field level programme implementation and strategic planning
  • Proficiency in computer application and internet (MS Word, Excel, Power Point, Adobe, internet browsing).
  • Ability to travel frequently and hard to reach areas
