Programme Development Manager

ADD International is a UK based NGO working with disabled people to promote human rights in some of the poorest countries of Africa and Asia. Together, we’re bringing lasting positive change to promote disabled people’s rights and alleviate their social exclusion and poverty.

ADD International works in Bangladesh since 1994 to promote disability rights, justice and social inclusion through capacity building of Disabled People Organizations (DPOs) and influencing policies. ADD has played a pioneering role in Bangladesh, in influencing the national policies, implementing UNCRPD, passing the Disability Rights and Protection Act 2013 and allocating resources in the national budget. We also implements thematic programs on Rights and Justice; Livelihood; WASH; Inclusive Education; Community Based Mental Health cross cut with Climate Change and DRR. 

Job Purpose
With strong focus to ADD’s strategic programme and organizational needs, the job holder will be responsible for providing overall technical and development leadership in conceptualization, development and donor partnership relationship building along with proposal and PCN development as appropriate. She/he is to uphold organizational as well as programme profile in order to create a strong branding and eventually funding base for ADD Int. Bangladesh. The Programme Development Manager leads efforts to respond to programme development opportunities, with an emphasis on strategically increasing ADD’s portfolio of priority projects. She/he should have regular field engagement for documenting the good practices in support of the M&E team to amplify the results. The position would be part of ADD International Bangladesh Senior Management Team.

Main Duties and Responsibilities
  • Lead the development and design of medium-large scale programs based on evidence generated through the monitoring and evaluation framework, other agencies research, current best practice in the sector, information from guidelines of potential development partners, strategic review of the development partners, government and  regional policies/situation analysis. , She/he will have to do regular donor mapping with continuous updating of donor information and to use it in fund raising opportunity
  • Participate in writing fund raising applications/proposals in-line with donor requirements
  • Engage with all members of the Senior Management Team to ensure programmatic integrity and financial sustainability.
  • Participate in high level discussions in the field of disability and development  and  explore opportunities for establishing and nurturing collaboration with  national and international development  agencies
  • Visit regularly the field projects and participate in DPO discussion meetings to get understanding of the context, participate in the national level development discourse meetings as appropriate.
  • The Programme Development Manager independently oversees and collects information, best practices and lessons learned in order to provide strategic progress and or achievement of the ADD’s strategies and programme priorities.
  • She/he carries out needs assessment and makes sure that the programme team and other external stakeholders receive information in a timely manner.
  • The position provides guidance and support for field-based proposal development initiatives mainly by the DPOs
  • The position is held accountable for the high quality submission of all donor-related requirements meeting the specific deadlines
  • Maintain liaison and regular communication with donors directly and/or through ADD UK office.
  • Capture project’s significant achievements, best practices and lessons learned, document and arrange for wider dissemination
  • Prepare high quality project reports for donors and other stakeholders (internal & external) as necessary and submit them in a timely manner along with timely response to donor queries.

  • Ability to identify and articulate/present programme needs to relevant supporters/donors meeting their strategies, policies, principles and procedure  
  • Ability to initiate and build relationships with donors and potential partners.
  • Have knowledge and clear understanding on Human Rights and Persons with Disability’s rights
  • Have strong negotiation skills and effectively handles partnership elements/tools like contracts/ MOUs/ATS, effectively sorts-out mutual expectations among partners ( including donor)
  • Cross-culturally adept and gender sensitive

Knowledge, Skills and Experiences
  Requirements
Qualifications Master’s degree in /Development Studies/Social Science/Business Administration or in any other relevant discipline from a reputed University within and outside the country
Experiences
  • Professional experience in national and international development (project implementation or management or new business development) NGOs for at least 8-10 years preferably in similar positions
  • Substantial work experience in fund raising, grants management (including building relationships with donors) as well as field level programme/project management and implementation
Knowledge, skills
and abilities
  • Project management and documentation skill in order to assess – plan- negotiate-organize- monitor-evaluate measures of the success of project and in corporate in future project design
  • Strong knowledge on donor’s policy and procedure especially for institutional donors’ project management and administration policies, procedures and reporting requirement and demonstrated ability to meet rigorous timelines and tract project results.
  • Strong leadership and communication skill
  • Advanced writing, editing, and negotiation skills
  • Outstanding oral and written communication skill including fluency in English
  • Able to network with stakeholders while also acting as a liaison between field level programme implementation and donors
  • Problem-solving and analytical skills
  • Proficiency in computer application and internet (MS Word, Excel, Power Point, Adobe, internet browsing).
  • Ability to travel domestically and internationally
