JOB VACANCY for Head of Programmes

ADD International is a UK based NGO working with disabled people to promote human rights in some of the poorest countries of Africa and Asia. Together, we’re bringing lasting positive change to promote disabled people’s rights and alleviate their social exclusion and poverty.

ADD International works in Bangladesh since 1994 to promote disability rights, justice and social inclusion through capacity building of Disabled People Organizations (DPOs) and influencing policies. ADD has played a pioneering role in Bangladesh, in influencing the national policies, implementing UNCRPD, passing the Disability Rights and Protection Act 2013 and allocating resources in the national budget. We also implements thematic programs on Rights and Justice; Livelihood; WASH; Inclusive Education; Community Based Mental Health cross cut with Climate Change and DRR. 

Head of Programmes:

As a member of the senior management team reporting to Country Director, s/he will lead the Programme Team of ADD Bangladesh. The applicant should have proven track record of multi faced Program Management, capacity building, social mobilization, peoples’ organization and commitment to human rights and rights based approach to development.

Job Description/ Key Responsibilities:

  • The Head of Programmes key role is to assist Country Director in developing the long-term vision and strategy for ADD  programmes to achieve significant impact in Bangladesh.
  • Assist to translate ADD International global strategy into action in the Bangladesh context in partnership with DPOs and direct implementation of specific projects
  • Provide strategic management leadership to the programmme team members at the head office and field
  • Specific responsibility will be building capacity of persons with disabilities and disability movement for long-term change in society and mainstreaming of disability in development 
  • Head of Programmes will assist CD in advocacy and lobbying, managing key relationships with our partners and stakeholders up to government level.
  • Recruit  staff to build effective teams while grooming candidates with disabilities to lead
  • Oversee development and  implementation of monitoring plans, management and operations systems, and routine staff communications and monitor project budgets
  • Build relationships and communication with concerned ministries of the government, development agencies, donors, partners, disability movement and stakeholders
  • Mobilize social and legal action against violation of rights of all disabled persons
  • Visit partners/projects to review, analyze and assess various project activities and discussions with partners and project personnel and provide recommendations at regular intervals
  •  Up-date job descriptions of program staff, their appraisal, development plan, trainings and maintain discipline as per ADD policy
  • Prepare reports on program activities for donors and ADD HQ at designated intervals from key documentation and resource materials in relation to programmes
  • Take initiatives of resource mobilization in country and abroad will be an integral part of responsibilities.
  • Should be capable to write Project Concept Note (PCN) and full project proposals (PPs) independently and to follow up.

Person Specification:

Looking for a leader with the following competencies:

  • Experience of working with marginalized people and peoples’ movement as an ally and supporting partners to devise strategies for social change and inclusion
  • Sound experience of translating global strategies into demonstrable action in the context of Bangladesh in partnership and through direct implementation of specific projects.
  • Proven field experience of conducting training and knowledge of various training methods, tools and experience of developing modules.
  • Capacity for strategic leadership, high initiative, decision-making and ability to work with limited supervision and under stress situation to meet tight deadlines.
  • Excellent presentation and communication skills in verbal/written Bangla and English.
  • Proven experience of monitoring and evaluation frameworks and familiar with various monitoring tools and evaluation methods.
  • Experience of team building and managing highly motivated staffs and volunteers
  • Knowledge and experience of promoting human rights, gender equity, and commitment to promoting the interests of disabled people in all aspects of programme work are essential.
  • Sound understanding of national and global policy framework and development agenda, standards and human rights instruments and ability of networking with different stakeholders.

Education and Experiences:

  • Master’s degree in Social Science, Business Administration, Development Studies from a reputed university.
  • At least 12 years progressive work experience in senior management positions in national or international organizations.
