Consultancy Work for
Staff Safety-Security Procedures, Risk Assessment and Contingency Plan for ActionAid Cox’s Bazar Operations

ActionAid Bangladesh invites applications from interested consultant (s)/ agencies to do the following tasks as part of Rohingya Response Programme at Cox’s Bazar.
 

  1. Assess overall context of operations, the environment, the nature of safety, security, health and wellbeing challenges faced by AAB national and international staff and visitors, including volunteers, consultants, film crew and other stakeholders whose safety and security falls under AAB’s ambit.
  2. Identify threats, vulnerabilities, and risks; evaluate the risks in terms of impact and probability.
  3. Suggest and develop risk management strategies and measures in line with the local needs as well as ActionAid Federation’s security policy and approach, AA mandate and scope of work, and AA image as human rights organisation. The suggested risk management strategies and actions should also be relevant to our organisational capacities, extent of our exposure and risk appetite.
  4. Develop/write security protocols and contingency plans for enabling safe operation in Cox’s Bazar.
  5. Work in a consultative manner, seek feedback and inputs from ActionAid Bangladesh, AA Global Security Advisor, other ActionAid stakeholders during the process, and hand over the final product(s) to ActionAid Bangladesh in a timely manner.  The products should be aligned with best practice and standards and must satisfy local legal requirements of staff care and employer’s liability. 

ActionAid Bangladesh (AAB) working for Forcibly Displaced Myanmar Nationals (FDMNs) in Cox’s Bazar since August 2017. Initially, AAB started its operation through local partner organisations. Since December 2017, most of the projects are being implanted by AAB directly. ActionAid Bangladesh working in different sectors including Site Management and improvement, Protection, Child Protection etc. Presently, 137 staff of AAB are based in Cox’s Bazar and Ukhia. Local office of ActionAid Bangladesh is based in Cox’s Bazar and the country office is based in Dhaka. There are numbers of establishment such as Site Management Office, Women Friendly Spaces, Information Points etc. are in Camps. At present ActionAid Bangladesh is working camp 4, 11, 12 and 18.  ActionAid Bangladesh management has decided to develop formal risk assessment, security procedures, contingency plan related to staff, visitors, consultants, volunteers and other stakeholders’ safety and security for Cox’s Bazar Operations. These risk assessment, security procedures and contingency plan will also cover ActionAid Bangladesh properties, processes, reputation as well. Submission of Proposal:

Interested Consultant(S)/Consultancy Agencies are requested to submit their Technical and Financial Proposals through e-mail or hard copy in a sealed envelope & should include the name and detail contact address of the consultant/team. Detailed CVs of the team members should be included in the annexure of the technical proposal. Technical proposal should be no more than 4 pages. The proposal must clearly demonstrate the capacity of the consultant (s) / agency in terms of their knowledge on small scale enterprise development, women and gender issues, agriculture, human rights, cooperative and women economic empowerment.
