Logistics & Admin Officer

Project : Sustainable Solutions and Protection for the Rohingya Community in
 Camps 10, 11 and 12 funded by UNHCR
Department : Humanitarian Response

Salary and benefits      : Monthly Gross Salary will be BDT. 71,033 with other admissible benefits such as medical benefit, group life insurance etc.

Project Summary

Over 1 million of Forcibly Displaced Myanmar Citizen (with the majority comprising women and children), took shelter in camps in Cox’s Bazar in southern Bangladesh on August 2017. The Government of Bangladesh, together with national and international partners, have pro‐actively responding to this crisis with a massive humanitarian response, allocating 2,000 acres of land and coordinating and providing critical assistance such as food, nutrition, shelter, water, health & hygiene, and psycho‐social and basic education services to the camps, settlements and host communities. ActionAid is implementing site management activities in Camp 11 and 12 funded by IOM. Besides, ActionAid have few ongoing programmes in different sectors e.g. Protection, WASH, NFI etc. inside the camps. As a response agency since September 2017, ActionAid has developed relationships with a range of camp actors, including the Rohingya and their representatives and successfully doing the site management role. ActionAid is working with IOM to address critical humanitarian gaps and need through site management by coordination & collaboration with different stakeholders. Information management, linking community with different service providers, camp operations, and DRR and site improvement are the major activities of site management project

Key responsibilities include (but not limited to):

  • Plans daily operations and prepare rotas for dispatch and store accordingly;
  • Ensures receiving, picking and dispatch are done according to Operational Guidelines;
  • Checks that dispatch is prioritised appropriately;
  • Assist procurement process under supervision and guidance of line management;
  • Communicates any relevant information to the line management and other concern relevant staff
  • Responds to any queries or complaints;
  • Ensures that any payment has been made in cooperation with Accounts Section;
  • Supervises the process of receiving, storing, and issuing of any materials and supplies;
  • Ensures that inventory is managed efficiently and effectively in accordance with guidelines, policies and procedures;
  • Maintain and preserve necessary documents strictly ensuring safety and security;
  • Remove any expired, damaged or any sundries from stock;
  • Ensures all requirements are met in accordance with guidelines, policies and procedures;
  • Makes requests for tools, materials, supplies and equipment, ensuring constant availability;
  • Ensure warehouse management duties include maintaining inventory, materials, operating necessary equipment and managing warehouse properly;
  • He/she is typically responsible for the storage of materials that are to be used project personnel including creating and maintaining contingency plans;
  • The Logistic Officer to manage the safety and security by handling emergency situations and preparing repots,
  • Understanding warehouse and inventory computer systems;
  • Creating delivery routes and schedules;
  • Prepare report and submit to the line management in regular basis and tracking operational progress;
  • Understanding safety/security processes and procedures;
  • Fleet management or vehicles movement management. Maintain relationship with local vendor for hiring vehicles.
  • Support to project management team for emergency local procurement with maintaining proper documentation such as preparation of solicitation documents, receipt of bids and preparation of comparative statement etc;
  • Keep regular contact with the service providers including local vendors;
  • Ensure hotel reservation, local transportation, ticketing, health and security briefing etc. for visitors;
  • Support to get accommodation (rent/book room or flat) for Cox’s Bazar based staff;
  • Provide logistic/administrative support to arrange any conference, meetings, workshops, seminars at Cox’s Bazar;
  • Procure inventories and consumables as per need and maintain stock register;
  • Proper Monitoring and maintaining office equipment, inventory supplies and orders and supplies as needed;
  • As other duties assigned by the supervisor;

Relationships

S/he will report to Coordinator- Overall CBP Project/Program of the Project.

Required Educational Qualification and Experience

  • Having a Masters, at least Bachelor’s degree in social science with good academic result.
  • Advance Degree or diploma in Supply Chain Management will be a plus.
  • Minimum of 03 years professional experiences in development programs and/ or in the relevant field.

Required Competencies

Technical

  • Ability to analyze information accurately and quickly.
  • Experience in budge management, good problem-solving skill.
  • Excellent skills in computer-based application packages i.e. MS Office and web-based applications/tools.
  • Good understanding on staff safety, security, health and wellbeing issues.
  • Proven experience to manage official fleet and vehicle movement.
  • Ability to provide logistical support for any big and/or medium scale of official events.
  • Excellent interpersonal communication skills.

Others

  • Ability to work under pressure and handle complex and critical situations.
  • Ability and adaptability to work in a multi-cultural team environment.
  • Ability to work under extreme pressure and meeting deadlines.
  • Team player with strong experience in multi-cultural and multi-ethnic environments.
  • Proficiency on local language can be an added value.
