Project Summary

Since August 25th, 2017, violence in Rakhine state, Myanmar caused more than 706,000 Rohingya refugees to flee to Bangladesh and settle in the camp setting of Ukhia, Cox’s Bazaar.  ActionAid Bangladesh is working from begging of the influx on humanitarian response focusing on protection, site management, young programme and DRR.   ActionAid Bangladesh (AAB) draw lessons from its existing experience on site management and protection activities in the camps and incorporate its global humanitarian signature in all activities.  Since from January ActionAid Bangladesh started Community Based Protection(CBP) project. The project will target 87,199 refugees of camp 10, 11 & 12, situated in Balukhali of Kutupalong expansion site in Ukhia, Cox’s Bazaar. The project will focus on achieving 2 outputs under the CBP objective, Output one will focus on developing a community-based complaints mechanism. AAB will select, train and mentor community outreach members, strengthen community capacity, support to community for removing difficulty accessing services and information, collect information for analysis of community level issues and trends, identify persons with specific needs, provide safe and timely referrals and raise urgent community issues before camp authorities and UNCHR. Besides on, under the output two of the project will focus on developing a Community self-management mechanismto address the high levels of insecurity in camps 10, 11 and 12. Community service groups will be established that represent diverse groups of all ages and abilities. The groups will link in with the community outreach members, responding to the ongoing information and trends raised in the wider community.

Key responsibilities include (not limited to)

Job Responsibilities 01:  Program Management
  • Collate data, analyses identify and address, update service map and facilitate, disseminate information sharing between actor, camp management and beneficiaries
  • Coordinate community -based information to ensure consistency and coherence across communities, including assisting community-based information management staff in identifying, collecting and providing relevant data stakeholder partners, donor and relevant information management actor.
  •  Work closely with the site management Team to ensure consistency and inter-operability between registration data and other operational data sets, and consistency between regional registration and information management strategies, as well as on population statistical reporting.
  • Identify new information and data requirements to support operations and partners in the region, and support country offices in gathering and sharing this information and data.
  • Ensure that the information on the data portal serves the needs of UNHCR and the inter-agency humanitarian community, including those of partners as well as other actor and donors.
  • Provide emergency response information management support to country operations within the region.
  • Assist in the implementation of standardized information management policies, data systems and information products across offices within the country operation, including the common operational datasets and fundamental operational datasets.
Job Responsibilities 02: Coordination and Representation
  • In close coordination with the Project Coordinator, Camp Coordinator ensures that all project deliverables related to the community center are met.
  • In close coordination with the project coordinator, different actor ensures community center activities are regularly adjusted to changing context and needs.
Job Responsibilities 03:  Monitoring & Reporting
  • Provide Information Management services to support monitoring activities within Sectors inan influx emergency and to UNHCR led Clusters inrelated emergencies such as in areas of information flows, dissemination, processing, analysis, standard setting and dissemination.
  • Provide Information Management services to support population data management activities including population estimation, information flows from established systems, movement tracking, and standard.
Job Responsibilities 04:  Protection mainstreaming and Ad-hoc tasks
  • Work with team to support the integration of protection into other AAB projects.
  •  Other tasks to support the AAB response as required. 

Relationship:
The person holds this position will be directly to Community Center and Information Points Deputy Coordinator.

Required Educational Qualification and Experiences
Education

  • Masters or advanced degree in relevant subject area.

Experience

  • At leat 3 years work experience of project management in protection-focused projects, with a preference for experience in prevention and response to GBV programming.
  • Proven experience managing a humanitarian project.
  •  Strong knowledge of IASC Gender Handbook and GBV Guidelines. 
  • Field experience working in camps or spontaneous/informal/makeshift settlements.
  •  Knowledge of training tools and methods and proven experience delivering training on gender, GBV, and protection in humanitarian programming.
  •  Strong interest and motivation to work in the refugee response. 
  • Excellent interpersonal and staff management skills.
  • Strong communication skills in both verbal and written English and Bangla.

  • Proven skills in partnership building, influencing and negotiation with a range of humanitarian actors, including governments, UN agencies networks, national/local NGOs and community groups
  • Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment.
  • Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team.
  • Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts.
  • Ability to work in a difficult and stressful environment, and to manage/deal with rapid changes to the operating environment;
  • Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants.
  • Strong English (written and oral)
  • Strong skills in written communication, including effective report writing, and oral communication
  • Flexible, creative and solution-oriented approach in an innovative environment
  • Competence with MS Office applications, including Word, Excel and Outlook.
