Project Summary

Since August 25th, 2017, violence in Rakhine state, Myanmar caused more than 706,000 Rohingya refugees to flee to Bangladesh and settle in the camp setting of Ukhia, Cox’s Bazaar.  ActionAid Bangladesh is working from begging of the influx on humanitarian response focusing on protection, site management, young programme and DRR.   ActionAid Bangladesh (AAB) draw lessons from its existing experience on site management and protection activities in the camps and incorporate its global humanitarian signature in all activities.  Since from January ActionAid Bangladesh started Community Based Protection (CBP) project. The project will target 87,199 refugees of camp 10, 11 & 12, situated in Balukhali of Kutupalong expansion site in Ukhia, Cox’s Bazaar. The project will focus on achieving 2 outputs under the CBP objective, Output one will focus on developing a community-based complaints mechanism. AAB will select, train and mentor community outreach members, strengthen community capacity, support to community for removing difficulty accessing services and information, collect information for analysis of community level issues and trends, identify persons with specific needs, provide safe and timely referrals and raise urgent community issues before camp authorities and UNCHR. Besides on, under the output two of the project will focus on developing a Community self-management mechanismto address the high levels of insecurity in camps 10, 11 and 12. Community service groups will be established that represent diverse groups of all ages and abilities. The groups will link in with the community outreach members, responding to the ongoing information and trends raised in the wider community.

Key responsibilities include (not limited to)

Job Responsibilities 01:  Oversee the running of the Community Centre, including management of the support staff, Community Based Focal Points and coordination with the program staff at the central office level

  • Coordinate and supervise all community centre activities in camp area (counseling, life skills sessions, vocational training, recreational activities, etc)
  • Evaluate the community centre activities and propose new activities  
    Develop, with the Project Manager, a sustainability strategy for the community center
  • Follow up daily on the community center activities                      
  • Prepare and update the timetable and work plan for the community centre activities
  • Train the human resources and ensure their application of the Code of Conduct and community centre guidelines, or any other guidelines developed by AAB
  • Establish a complaint mechanism for center staff, volunteers and beneficiaries
  • Supervise, support and train the staff and Community Based Focal Points to achieve results and good performance, in close under supervision community outreach Deputy coordinator
  • Daily monitoring of the activities in the information  center /point and monthly visit in outreach
  • Maintain daily attendance registers and monthly inventory sheets for the Information Centre/point
  • Identify and support community focal points/settlement representatives.
  • Coordinate with Local authorities, partners and Community Focal Points
  • Supervising long and short plan in Community information Center to achieve project objectives 
  • Produce monthly activity reports (incl. population movement, protection concerns, activity updates) in the requested UNHCR  format

Job Responsibilities 02: Assist the for planning, authorization and reporting of the expenses at field level, as well as monitoring the logistics in the Community Center

  • Assist in design and develop community centres activities plan in coordination with Project officer /Community Center senior coordinator and technical project staff
  • Together with AAB Project Coordinator, Community Center officer and technical project staff work to identify needs/gaps and prepare appropriate follow-up actions
  • Ensure timely and quality implementation and management of the activities in the community centre
  • Prepare all the required admin documentation for expenses at field level (including PR following AAB procedures)
  • Coordinate with community centres senior project coordinator, community centres project officer as well as technical project staff to appraise the progress and ability of the centre's staff and services providers.
  • Coordinate to distribute monthly Attendance sheets for staff and volunteers and check and collect at the end of the month to be shared with project manager
  • Follow- up Check and collect absence forms to be shared with Community Outreach Deputy  Coordinator;
  • Supervise to manage the monthly petty cash, ensuring transparency of AAB procedures and cost-effectiveness for the goods and the services received;
  • Support to provide required administrative documentation of expenses to Community Outreach deputy Coordinator for Community Centers;
  • Supervise the use of storages, equipment, and materials for Community Centers

Job Responsibilities 03Monitoring & reporting

  • Support to monitor the Centre's staff / service providers/students/beneficiaries/visitors and respect the Centre and the AAB Code of Conduct.
  • Assist Monitor in consultation with staff and service providers in the centre the humanitarian and contextual situation in the area
  • Prepare weekly,  monthly reports and support to  Deputy  coordinator in submitting internal reports as per schedule program schedule 
  • Prepare and submit weekly and monthly work plans in a timely manner. 
  • Tracking and reporting of activities and target achievements in the services under their responsibility.
  • Ensure weekly supervisory meetings with team to address any issues and set team plans.

 

Job Responsibilities 04:  Represent the organization at general coordination working groups and clusters with donors, humanitarian actors and local authorities, when requested.

  • Participate in coordination community and camp working group and any other meetings, when necessary, sharing   updates, chairing meetings and taking minutes;
  • Develop trust, tolerance and co-operation among community members, local authorities, external partners and community for strengthening joint planning and synergies for community participation to mainstreaming community based protection.

Relationship:
The person holds this positionwill be directly to Community Center and Information PointsCoordinator.

Required Educational Qualification and Experiences

Education

  • University degree; preferably related to social work

Experience

  • At least 3 years of relevant work experience
  • Experience in managing community centres
  • Proven experience managing a humanitarian project or in emergency response situation is a plus

Required Competencies

  • Strong skills in written communication, including effective report writing, and oral communication
  • Excellent interpersonal and staff management skills.
  • Strong communication skills in both verbal and written English and Bangla.
  • Competence with MS Office applications, including Word, Excel and Outlook.
