Programme Officer - Training

Project Name : Strengthening extreme weather and disaster preparedness to enhance the resilience of host and Rohingya communities in Cox's Bazar, Bangladesh (SEWDP) Project, funded by UNDP

Duration of Contract : Up to 31 August 2019
Number of Position : 1 (One)
Salary and Benefits : Monthly Gross Salary will be BDT 72,600 with other admissible benefits such as Mobile Allowance, Medical Allowance and Group Life Insurance.                   

Job Summary

The incumbent will be responsible for organizing Disaster Management Committee (DMC) meeting, training on specific capacity building, development of disaster management plan as per design of the project. The Programme Officer (Training) will be the key to plan, implement and monitor all the DMC meetings, training of the DMC members and workshop with the DMCs.  S/he will submit progress update and support Project Manager to prepare and submit periodic reports to the project authority on time.

Key responsibilities include (not limited to)

Planning:

  • Support Project Manager in detailing out the work plan and review as per requirement;
  • Support Project Manager in tracking progress of planned activities to prepare alternative plan as per requirement;
  • Support Project Manager in developing financial forecast aligning with programme requirements.

Implementation of Project Activities:

  • Conduct mapping and capacity needs assessment exercise, facilitate training and workshop;
  •  Support regular DMC (Union, Upazila and District) meeting as per project requirements;
  • Maintain expected implementation quality applying a checklist; i.e. spot checks, attendance and minutes, master roll, etc.;
  • Provide technical support to implement the project activities as per requirement. 

Coordination

  • Participate in regular meeting of DMCs at (Union, Upazila and District);
  • Support Project Manager in coordinating with UNDP Project Team and AAB Team at Cox’s Bazar; to share project learning and achievements to both internal and externals;
  • Represent at relevant ISCG, RRRC, DC, UNO office meetings as assigned by the Project Manager; to share project learning and achievements to externals audience.

Reporting

  • Support Project Manager in preparing periodic reports (Weekly update, Monthly & Quarterly progress report);
  • Support Project Manager in preparing donor reporting;
  • Support Project Manager in preparing project Completion Report.

Capacity development

  • Regularly update self-capacity to comply with the UN values and ethical standards;
  • Maximise capacity enhancement initiatives taken by other agencies in the Cox’s Bazar as assigned by the Project Manager;
  • Self-update on the latest laws, rules, orders and guidelines governing DRR.

Relationships :
S/he will report to Project Manager.
         
Required Educational Qualifications and Experience :

  • Minimum Bachelor’s degree in a relevant subject (Natural Sciences, Social Sciences, Engineering, Disaster Management, etc.) or any other relevant discipline.
  • At least 2(two) years working experience in a mid-level managerial position in initiatives on disaster management or risk reduction Bangladesh.

Required Competencies

  • Excellent ability to quickly grasp and synthesize inputs from a range of disciplines related to disaster management and development.
  • Diplomacy, tact, negotiation skills and previous experience at a coordination level with local authorities and key stakeholders is mandatory.
  • Must be physically capable and medically fit to work and travel.
  • Fluency in spoken and written English an absolute requirement. Fluency in local language is required.
