DRR Specialist (Emergency Preparedness & DRR)

Project Summary

Over 1 million of Forcibly Displaced Myanmar Citizen (with the majority comprising women and children), took shelter in camps in Cox’s Bazar in southern Bangladesh on August 2017. The Government of Bangladesh, together with national and international partners, have pro‐actively responding to this crisis with a massive humanitarian response, allocating 2,000 acres of land and coordinating and providing critical assistance such as food, nutrition, shelter, water, health & hygiene, and psycho‐social and basic
education services to the camps, settlements and host communities.
ActionAid is implementing site management activities in Camp 11 and 12 funded by IOM. Besides, ActionAid have few ongoing programmes in different sectors e.g. Protection, WASH, NFI etc. inside the camps. As a response agency since September 2017, ActionAid has developed relationships with a range of camp actors, including the Rohingya and their representatives and successfully doing the site management role.
ActionAid is working with IOM to address critical humanitarian gaps and need through site management by coordination & collaboration with different stakeholders. Information management, linking community with different service providers, camp operations, and DRR and site improvement are the major activities of site management project.

Key responsibilities include (not limited to)

Management of the Disaster Risk Reduction Programme:  

  • Design, formulate & implement Disaster Risk Reduction program, translating AAB’s priorities into camp interventions;
  • Provide policy advice to the development of institutional, legislative and policy frameworks for disaster risk reduction.
  • Conduct and interpret risk analysis for preparedness planning, risk reduction, response and recovery, taking into account both a multi-hazard and multi-sectorial perspective.
  • Analyze the socio-economic environment, disaster-risk and institutional context to provide advisory services, identifying catalytic areas where disaster risk reduction can be integrated and add value to other, ongoing or planned programmes.
  • Devise strategies for execution of projects at the community level through involvement of community, local NGOs/CBOs and local administration;
  • Coordinate program implementation with the executing/implementing agencies and monitor project progress, delivery and results;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems and development of solutions;
  • Develop AAB’s disaster response and support In the event of emergencies and disasters in consultation with the site manager, CiC, sector and coordinate resource mobilization;
  • Promote and ensure the integration of Disaster Risk Reduction in all sectoral interventions in the Rohingya response interventions and in regular development initiatives of the AAB in Cox’s Bazar;
  • Identify and promote linkages of DRR with the early recovery framework in support sector response plan and recovery initiatives;
  • Identify opportunities for joint project/programme with other Programme Unit and/or other camp agencies for ensuring convergence;
  • Provide technical guidance to the site management team project personnel for effective day-today program implementation

Develop Strategic Partnerships :

  • Support to prepare funding proposals and briefing documents for donors, organize donor briefings for resource mobilization;
  • Facilitate advocacy efforts related to mainstreaming disaster risk reduction;
  • Provide leadership and technical input for the design, development and implementation of disaster risk reduction programs in support of the national governments priorities;
  • Support the building of governments DRR programs through the identification of capacity development needs and facilitation of training workshops and simulation exercises as required;
  • Comply with the donor reports both physical and financial as per the reporting requirements;
  • Coordinate with the Government counterpart and various stakeholders for effective coordination and policy dialogue in the field of Disaster Risk Reduction.

Knowledge Building and Management:

  • Identify and document best practices and lessons learned linked to the Disaster Risk Reduction and mainstream resultant learning into AABs for advocacy and good practice promotion;
  • Advocate for the role of Disaster Risk Reduction in all programmatic fields and promote mainstreaming of Disaster Risk Reduction programming within the AAB Rohingya response programme;
  • Liaise with regional and local institutions and organizations specialized in Disaster Risk Reduction in support of ' best practices' for experience sharing and replication;
  • Support knowledge management initiatives focusing on challenges and lessons learned for promoting country specific legal, institutional and participatory arrangements for addressing DRR and Climate Change Adaptation (CCA).

S/he will report to Senior Camp Manager of Site Management in Mainnerghonna Project
         
Required Educational Qualifications and Experience :

  • Post-graduate degree (Masters) in Disaster Management, Social Work, Public Administration, International development, or other relevant field.       
  • A minimum of 5 years’ experience within the field of Disaster Management, Humanitarian Assistance, Project Management, or similar fields of work is required, as well as experience in management or team leading positions.

Required Competencies

  • Excellent ability to quickly grasp and synthesize inputs from a range of disciplines related to disaster management and development.
  • Diplomacy, tact, negotiation skills and previous experience at a coordination level with local authorities and key stakeholders is mandatory.
  • Must be physically capable and medically fit to work and travel.
  • Fluency in spoken and written English an absolute requirement. Fluency in local (languages) required.
