Project Summary

Over 1 million of Forcibly Displaced Myanmar Citizen (with the majority comprising women and children), took shelter in camps in Cox’s Bazar in southern Bangladesh on August 2017. The Government of Bangladesh, together with national and international partners, have pro‐actively responding to this crisis with a massive humanitarian response, allocating 2,000 acres of land and coordinating and providing critical assistance such as food, nutrition, shelter, water, health & hygiene, and psycho‐social and basic education services to the camps, settlements and host communities.

ActionAid is implementing site management activities in Camp 11 and 12 funded by IOM. Besides, ActionAid have few ongoing programmes in different sectors e.g. Protection, WASH, NFI etc. inside the camps. As a response agency since September 2017, ActionAid has developed relationships with a range of camp actors, including the Rohingya and their representatives and successfully doing the site management role.  ActionAid is working with IOM to address critical humanitarian gaps and need through site management by coordination & collaboration with different stakeholders. Information management, linking community with different service providers, camp operations, and DRR and site improvement are the major activities of site management project.

Key Responsibilities include (not limited to)

  • Operational management of the SM project component and SM team;
  • Deputize the SM SPM in the engagement with CiC and service providers at camp level;
  • Monitor the implementation of all activities of the projects, remotely and through regular visits to the camp of operation, ensuring that the Programme Officer is properly utilizing the resources made available in order to effectively provide services to the project participants;
  • Ensure an effective and active communication, coordination with all the relevant stakeholders;
  • Ensure that any needed operational agreement or authorization from the local authorities is convened to guarantee project stability and good relations with the local government;
  • Coordinate with Programme Support Unit to provide the necessary information and documentation for project development and reporting;
  • Contribute to mainstream the GBV and other cross cutting issues related aspects in every phase of the implementation of the WASH activities in close coordination with the Protection officer, GBV officers and WASH Project Officers;
  • The Camp Manager will develop the implementation plan, guidelines and necessary monitoring tools across all project activities under supervision of senior site/camp manager;
  • Preparing the project updates, regular report and documentation;
  • Participate in different sector coordination meeting need basis;
  • Maintain Coordination with sector/sub sector, local government, I/NGOs army and so on;
  • Participate and follow up Camp coordination meeting, Mazi meeting, sub sectoral committee meeting in the camp level and finalize meeting minutes;
  • Facilitate donors, inter/external delegates visit;
  • Planning and implementation of CRA, DRR and preparedness activities at field level;
  • Ensures the smooth running of activities (objectives achievement, adherence to schedules, etc.), Respect and follow the deadline of plans activities;
  • Develops the strategy and planning of the Site Management, Site Development activities according to project objectives;
  • Ensures compliance with the objectives defined in the project proposal;
  • Follows the indicators defined, reports to his/her supervisor, reports any difficulties encountered in the implementation and proposes improvements or reorientation if necessary;
  • Ensure Complain Feedback Mechanism (CFM) exists and operates at the Camps and is involved in improving the mechanism both at the operational level of implementation and in inter-partner monitoring and communication;
  • Ensures that all documents produced within the project/s are properly archived and that the sources of verification mentioned in the project proposal/s are available;
  • Ensures that the human, financial and logistical means of his/her project are in adequacy with the needs. If there is a discrepancy, he/she alerts the project team and participates in identifying solutions;
  • Conduct periodic review of work, ensure that the performances are in track, and provide necessary feedback on performance to the staffs;
  • Provide spot coach for capacitating on job performance relating to facilitation, mobilization, motivation, leadership, conflict management, result based management and communication skills;
  • Create learning environment among team members through organizing sharing sessions;
  • Prepare financial requisition following project budget lines and submit accordingly to the management;
  • Assist procurement process and system following organizational policy and guidelines;
  • Assist Accounts on financial management before signing documents and submission to the management;
  • Any other task agreed as assigned by line Manager.


  • The person hold this position will be directly reportable to Senior Camp Manager.

Required Educational Qualification and Experiences


  • Master’s in environmental science/ sociology, URP or equivalent degree in relevant subject.


  • Not less than 4 years professional experience in the same position in humanitarian and/or development programs and in the relevant field.

Required Competencies

  • Experience in CCCM/Site Management is highly desired specially Cash for work (CFW).
  • Experience in community engagement, infrastructural development, WaSH activities and livelihood activities.
  • Excellent Monitoring and Evaluation Skills and ability to work with minimal supervision.
  • Fluency in English is required. Proficiency on local language can be an added value.
