Monitoring and Evaluation (M&E) Officer - Solidarity Center
Responsibilities:
- Designing and managing beneficiary monitoring and database systems;
- Input and maintain effective data management under different project activities daily basis;
- Formulate techniques for quality data collection to ensure adequacy, accuracy and legitimacy of data;
- Establish rules and procedures for data sharing with others as advised by your supervisor;
- Assist with reports and data extraction when needed;
- Monitor and analyze information and data systems and evaluate their performance to discover ways of enhancing them (new technologies, upgrades etc.);
- Ensure digital databases and archives are protected from security breaches and data losses;
- Troubleshoot data-related problems and authorize maintenance or modifications;
- Field visit, Trains and educates reporting officers on data collection tools and equipment;
- Collect and manipulate geographical data to help enhance the office’s programs;
- Maintain updated and accurate datasets for the office’s programs;
- Train SC staff and allies on data collection and verification methods;
- Mentor allies on developing systems and utilizing appropriate technology to strengthen organizations;
- Ensure that data collection and reporting methods are of high quality and are in-line with donor requirements;
- Assist with writing/editing proposals and reports;
- Help protect the security and confidentiality of SC and its allies’ information;
- Provide DC-based staff with information required for the M&E process on a timely basis;
- Provide technical assistance and support to external evaluations;
Requirements:
- Minimum of five years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.
- Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
- Experience designing and managing beneficiary monitoring and database systems.
- Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or Bachelor’s plus an advanced certificate in M&E, statistics, or economics preferred.
- Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
- Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
- Experience in planning and managing surveys.
- Experience developing and refining data collection tools.
- Experience managing and providing ongoing training to M&E field officers.
- Experience with data quality assessments and oversight.
- Ability to facilitate and serve as project liaison for externally-managed evaluations.
- Fluency in English and relevant national language is required.
