ACTION AGAINST HUNGER/ACTION CONTRE LA FAIM (ACF) is a non-Governmental, non-political, neutral and non-profit international organisation (I.N.G.O.) that was established in France in 1979 to deliver aid in countries throughout the world. Since 2007, ACF has been assisting vulnerable populations in Bangladesh in the nutrition, mental health, food security, and water and sanitation fields. ACF is looking for qualified candidate for the positions of:

Head of Department MEAL
Management Department

Job Location : Dhaka 75%, Field 25%
Number of position : 1
Duration of the contract : Until December 2019 (With high possibility of extension)
Starting date : ASAP
Reporting to : Deputy Country Director Programs

Goal:
Provide technical support to all Meal related issues in the mission, provide technical support to project staff.

TASKS & RESPONSIBILITIES

The Head of Department, Meal is responsible for:

Objective 1: Mission 1: Participate in the strategic orientation of MEAL in the mission in relation with the Country Director, the DCDs and Divisional and Deputy Divisional Director

  • Propose and develop a strategy for the MEAL department in accordance with ACF policies and priorities for the mission
  • Support the Management team in the monitoring and analysis of ACF interventions at country level
  • Be the driving force for improving MEAL activities at mission level
  • Contribute extensively to programming  work at mission level through providing relevant and evidence-based information

Mission 2: Ensure the relevance and quality of MEAL systems at country level

  • Provide support to the technical management team in the preparation of Logical Framework Matrix, the MEAL plan and transferring into a quantitative APR for the different projects
  • Assessing the financial, human and logistical elements of MEAL activities to be implemented
  • Support the technical management team in setting-up effective and appropriate MEAL systems respecting ACF technical requirements and the criteria stipulated by donors, including gender and resilience aspects
  • Approve the technical aspects of M&E plans and ensure that monitoring indicators are SMART
  • Help in developing checklists in collaboration with the technical management team to ensure that established norms and standards are respected when implementing ACF programs
  • Participate in the design and set-up of relevant and consistent surveillance systems at mission level in collaboration with the technical management team
  • Ensure the set-up and follow-up of the mission Internal Knowledge Building plan to ensure proper learning at mission level
  • Supervise the development of consolidated information management system platform that will consolidate data coming from the different sectors/interventions, ease multiyear monitoring and allow for timely reporting and monitoring of progress

Mission 3: Provide technical support for assessment, monitoring and evaluation

  • Ensure that ACF resources, policies and tools regarding MEAL activities are used correctly at mission level (include specific tools like KAP surveys, PCVA, etc.).
  • Ensure proper and timely implementation of MEAL activities in collaboration with the coordination team
  • Provide a technical and methodological support to program managers and ME officers for the planning and implementation of MEAL activities: design of survey (data collection) methodologies, design of tools, quality control during data collection process, data analysis and reporting
  • Anticipate difficulties related to how MEAL activities are carried out and facilitate the resolution of problems linked to MEAL aspects
  • With the coordination team, take part in the monthly review of programs (budgetary, operational, logistical…)
  • Regularly visit ACF activities in the field to ensure that MEAL activities are properly carried out and that established norms and standards are respected
  • Participate in the methodology, planning, tools’ development and organization of assessment missions when relevant to do so
  • Follow, organize and coordinate at mission level the management of project´s evaluation missions in collaboration with all relevant persons, including HQ teams
  • Provide support and advice to the logistical service for the purchase of specific materials required for MEAL activities

Mission 4: Staff management and capacity building

  • Define the prerequisites for MEAL position openings and adapt existing job descriptions if necessary
  • Welcome and brief any newly recruited staff on accountability and M&E approaches in place at country level
  • Identify training requirements within the ACF / ACF partners´ teams with regards to MEAL
  • Prepare and implement technical trainings in line with the needs identified
  • Lead workshops and/or technical exchange meetings to discuss about MEAL activities
  • Evaluate and assess the performance of MEAL officers under his/her direct supervision
  • Ensure that handover reports are written by all MEAL officers before the end of their contract

Mission 5: Internal knowledge building for learning, reporting and representation

  • Support the technical management team in conducting Internal knowledge management and learning activities related to intervention methods and techniques, and on the experiences acquired by ACF at country level
  • Participate in the centralization and dissemination of procedures, guides and tools linked to MEAL activities
  • Supporting the field teams and technical Head of Departments in drafting the APR templates and providing technical punctual support if needed;
  • Collecting the quantitative APR from the bases, give feedback on those quantitative APRs and giving the final check before submission to the HQ.
  • Disseminate and ensure the proper follow-up of recommendations issued from assessments, studies and evaluation missions at country level (e.g. KAP survey, SQUEAC,…)
  • Validate technical expertise reports when related to MEAL activities
  • Ensure that all surveys, assessment or evaluation reports are delivered on time and in the correct format
  • Participate in the preparation of reports and annexes linked to ACF projects for donors
  • Develop technical partnerships with others actors in the sector of MEAL at country level and regularly keep up-dated the technical management team
  • Ensure that ACF is represented at all meetings or forums concerning MEAL activities
  • Represent the organization when asked and/or delegated to do so by the CD/DCD
  • Uploading and sharing all official and relevant documents with regards to MEAL on NAS server and NHF

Mission 6: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity

  • Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary
  • Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
  • Ensure the incorporation of gender equity principles in all policies and activities
  • Encourage the participation of all genders in meeting and on committees
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

DEGREE AND SKILLS REQUIRED

Educational / Professional Background: 

  • Degree in social sciences or equivalent
  • Strong knowledge in statistics is a plus

Required Experience:

  • At least 3 years of experience in the humanitarian sector
  • At least 3 years of experience in data collection and management

Required Competence & Skills:

  • Strong knowledge in M&E systems in emergency and development contexts
  • Experience in conducting quantitative and qualitative surveys, assessments and evaluations
  • Good knowledge of sampling methods
  • Strong knowledge in database management and statistical treatment
  • Knowledge in teaching methods and in the facilitation of meetings/training sessions / Knowledge of quality control and accountability approaches
  • Experience in conducting internal knowledge building activities
  • Knowledge in project´s management
  • Technical background in WASH, Nutrition/health and/or FSL is a plus
  • Knowledge on gender aspects is a plus

COMPENSATION PACKAGE: 

  • Monthly Gross Salary Range :  BDT 1,87,000/-

OTHER BENEFITS:

Festival Bonus: 1 month Gross salary every year.
Provident Fund – 7.5% of Basic Salary.
Performance Bonus – from 30 % to 80% of monthly Gross salary per year vary from performants;
End of Contract Benefits - up to 2 months’ Gross salary.
Medical coverage: 80% hospitalization coverage medical expenses (max limit BDT 120,000 per year).

Leaves:

18 days of paid annual leaves per year.
10 days of paid casual leaves per year.
14 days of paid sick leaves per year.

Technical trainings at HQ or regional level (during first year of contract). – This for HoD and senior Managers.
