ACTION AGAINST HUNGER/ACTION CONTRE LA FAIM (ACF) is a non-Governmental, non-political, neutral and non-profit international organisation (I.N.G.O.) that was established in France in 1979 to deliver aid in countries throughout the world. Since 2007, ACF has been assisting vulnerable populations in Bangladesh in the nutrition, mental health, food security, and water and sanitation fields. ACF is looking for qualified candidate for the positions of:

Reporting to : Head of Department of MHCP, Gender and Protection

Goal:

On behalf of Action Against Hunger, and in support of the Government, the purpose of these posts is to Support the quality, relevance and scaling of the MHCP, Gender and Protection mainstreaming strategy and interventions of the mission. Represent MHCP, Gender and Protection locally and ensure the coordination with local clusters, working groups and organizations. Monitor and supervise the follow-up of activity indicators, data management and reporting. Participate in the identification of training needs, the organization of training sessions and the evaluation of the impact of staff training. Participate in the monitoring and supervision of the programme objectives.

TASKS & RESPONSIBILITIES

The Head of Finance Department is responsible for:

Mission 1: Contribute to defining and updating the country strategy and positioning of the MHCP (activities include MHPSS, CP, protection and gender) technical department  

  • Support the systematic analysis and monitoring by field teams of the humanitarian situation and the intervention context in MHCP/MHPSS, Gender and Protection
  • Ensure the internal/external transmission of the collected and analysed information
  • Support the implementation, monitoring and quality of the mission sectoral strategy document in agreement with the ACTION AGAINST HUNGER (ACF) frameworks
  • Support the integration with other technical sectors/departments (e.g. Nutrition, WaSH, Food Security and livelihood, Disaster Risk Reduction and advocacy) and the ACF sectoral strategy

Mission 2: Support the identification of needs and the formulation of project proposals

  • Participate in the identification of the humanitarian needs in MHCP
  • Monitor and support the mainstreaming of policies, guidelines and procedures regarding Gender-Based Violence and Child Protection
  • Support the implementation of the feasibility study of the MHCP projects (public, technical, socioeconomic, cultural and environmental health)
  • Contribute to the canvassing of donors for his/her sector and facilitate technical exchanges with identified donors
  • Participate, at the request of the MHCO HoD, to visits to sponsors
  • Support the realization of the MHCP sections of the project proposals in accordance with the formats and the timescales of the donors

Mission 3: Support the implementation and reporting on programmes/projects

  • Monitor and support the key steps and methodologies of implemented projects
  • Support the Senior/Programme Managers or MHCP coordinators with sharing of information or alerts with the Field Coordinator and the Field director of operations
  • Facilitate the monitoring and evaluation systems and the integration of their results to ensure project improvement
  • Monitor the deadlines of the internal and donor reports of the MHPSS, CP, Gender and Protection sections as well as project amendments

Mission 4: Support the quality and accountability of the projects

  • Monitor the technical conformity of the programmes with the rules, orientations and international technical standards, the framework documents and the technical works of ACH
  • Encourage overall quality of implementation of the projects to maximize their impact
  • Encourage and support the respect of national and international standards  (SPHERE, IASC and WHO) 
  • Support the technical quality of the projects by means of specific ACF monitoring (project quality, field visits, external audits…)
  • Monitor for alerts from the Country Director and Technical Referent regarding major risk/difficulties encountered on application of the recommendations and/or adaptation measures
  • Monitor and facilitate the external and internal evaluations of the projects
  • Promote and support complaint mechanisms focusing on the transparency and ethics of the projects, in particular with the assisted populations
  • Promote safety measures for the personnel and the populations in implementation of the MHCP projects in collaboration with the Field MHCP Manager and the Logistics Department

Mission 5: Support the active involvement of ACF in the sectoral national coordination, the technical platforms and the development of sectoral partnerships

  • At the request of the MHCO HoD, represents ACF and undertakes relationships with the partners, the authorities, the agencies of the UN and other NGOs
  • At the request of the MHCO HoD, represents ACF in Protection, MHPSS, IYCF-E WG including Nutrition, GBV and CP iE coordination fora at national level
  • Supports the coordinator/Program Manager in the activities of the MHPSS working group
  • Undertakes relationships with the regional sectoral Coordination
  • Supports the contribution of ACF to action plans in the MHCP sector (Consolidated Appeal Process, Inter-Agency Contingency Plan, national sector strategy, etc.)
  • Participates in technical communications (internal and external) over the MHCP projects in association with the Country Director/Field Coordinator
  • Participates in sectoral partnerships (civil society, NGOs, authorities, private sector...) and in the strengthening of their capacities

Mission 6: Facilitate or support the management of the teams and capacity building

  •    Participate to the dimensioning and recruitment of the team
  •    Participate to the operational management of the team
  •    Support the evaluation of the technical performance of all MHCP team members
  •    Participate to the development of MHCP skills of national staff through training and coaching
  •    Participate to the development of training packages and trainings to MHCP teams

Mission 7: Assist capitalization, development, technology and research in the MHCP department

  • Participate in the capitalization of the MHCP sector, its centralization and channelling to the HQ office and its coordination with the MEAL coordinator (technical developments, pilot projects, innovative or little-documented approaches, operational approaches, successes/failures, etc.)
  • Support the capitalization work of the Managers of the programme and of the MHCP department
  • Share the experience with the actors of the MHCP sector in the country and the region
  • Participate in the implementation of new approaches proposed by the head office or the mission
  • Participate in the implementation of technical and research projects
  • Explore scientific and technical partnership modalities (labs, universities, research centres…)
  • Feedback the HoD Head of department on the technical and research development needs
  • Develop technical skills in line with the sector’s evolution

Mission 8: Ensure the confidentiality of data collected during the MHCP, GBV and protection activities of the mission

  • Ensure data confidentiality, ownership of project beneficiaries and ACF
  • Ensure the confidentiality of clinical interviews, individual or group counselling reports with the managers or psychologists in charge

Mission 9: Maintain the Gender Minimum Standards

  • Proactively support ACFs commitments to gender equality, child protection and disability sensitivity
  • Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary
  • Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
  • Ensure the incorporation of gender equity principles in all policies and activities
  • Encourage the participation of all genders in meeting and on committees
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

DEGREE AND SKILLS REQUIRED

Educational / Professional Background: 

Master’s degree or equivalent in Clinical Psychology; Social Work; Educational Psychology; Developmental Psychology; Child Protection; Child Psychology; Gender Studies; Humanitarian Studies; Education; Law

Required Experience:

  • At least three years of work experience with I/NGO related to Mental Health, Care Practices, Gender-Based Violence or Protection
  • Experience in technical support, data management, report writing, monitoring, coordination or emergency/post-emergency response management

Required Competence & Skills:

  • Skilled in team management, supervision, capacity building or coaching
  • High proficiency in Bengali and English (written and spoken)
  • A commitment to gender equality and excellent interpersonal skills
  • Excellent sense of confidentiality and cultural sensitivity

COMPENSATION PACKAGE: 

  • Monthly Gross Salary Range :  BDT 107,362/- (One Hundred And Seven Thousand Three Hundred And Sixty Two Taka Only)

OTHER BENEFITS:

Festival Bonus: 1 month Gross salary every year.
Provident Fund – 7.5% of Basic Salary.
Performance Bonus – from 30 % to 80% of monthly Gross salary per year vary from performants;
End of Contract Benefits - up to 2 months’ Gross salary.
Medical coverage: 80% hospitalization coverage medical expenses (max limit BDT 120,000 per year).

Leaves:

18 days of paid annual leaves per year.
10 days of paid casual leaves per year.
14 days of paid sick leaves per year.

Technical trainings at HQ or regional level (during first year of contract). – This for HoD and senior Managers.
Intermission Workshop at France once a year. This for HoD only
Participation to external trainings costs upon eligibility of the request.
