Action Against Hunger/Action contre la Faim – BANGLADESH

ACTION AGAINST HUNGER/ACTION CONTRE LA FAIM (ACF) is a non-Governmental, non-political, neutral and non-profit international organisation (I.N.G.O.) that was established in France in 1979 to deliver aid in countries throughout the world. Since 2007, ACF has been assisting vulnerable populations in Bangladesh in the nutrition, mental health, food security, and water and sanitation fields. ACF is looking for qualified candidate for the positions of:

Reporting to : Senior Human Resources Manager

Goal:
Support Sr. HR Manager in coordinating and managing Human Resources activities for the Cox's Bazar base of Action Against Hunger.

TASKS & RESPONSIBILITIES

Objective 1: Ensure timely and accurate compensation and benefits management

  • Supervise the compensation and benefits management team to ensure timely payment of salary and other benefits;
  • Ensure all leaves, attendance, salary advances, loans, extra-hours, medical expenses, casual payment, per-diem are timely and accurately processed and documented;
  • Ensure all final settlement payment are made on time with relevant documents;
  • Monitor, manage, control and consolidate all the HR data in HR software (Homere);
  • Solve issues of payroll preparation; provide decision and feedback;
  • Prepare the global monthly summary HR Report (Payroll - Excel report) to be sent to Dhaka;
  • Ensure payslips are distributed among all staff timely;
  • Manage & monitor all compensation & benefits relevant documentation.

Objective 2: Ensure transparency, procedural and legal compliance in all recruitment processes

  • Supervise the recruitment team to ensure all recruitment is completed within the stipulated time after receiving the recruitment request form;
  • Provide guidance to the recruitment team and hiring managers to ensure the most suitable candidates are selected;
  • Coordinate and communicate with different departments regarding recruitment updates, results and final selection;
  • Manage & monitor all recruitment relevant documentation;
  • Manage the recruitment process is as per the HR policy and procedure;
  • Manage the employee on-boarding process;
  • Update the organogram coordinating with different departments.

Objective 3: Ensure HR Compliance

  • Administer personal file management to ensure all documents are up to date;
  • Ensure that internal and external audit queries are responded to in a timely fashion and action plans are defined and recommendations implemented, with support from internal audit department;
  • Have a good knowledge on HR procedures and provide guidance to staff accordingly;
  • Ensure proper and consistent implementation of the HR policy and procedures;
  • Assist in grievance handling.

Objective 4: Performance Management and Employee Welfare

  • Work with managers and supervisors to ensure timely Performance Appraisals are conducted, training needs are adequately assessed and training plans are developed and are implemented;
  • Visiting field offices to communicate HR issues, new or changed policies, and solve HR related problems faced by the staff;
  • Promote an inclusive and diverse work environment and ensure staff welfare;
  • Capacity building of HR staffs & career building.

Objective 5: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity

  • Maintain ACFs Gender Minimum Standards & Child Protection Policies;
  • Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries;
  • Ensure the incorporation of gender equity principles in all policies and activities;
  • Encourage the participation of all genders in meeting and on committees;
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability. 

DEGREE AND SKILLS REQUIRED

Educational / Professional Background: 

  • Master in Human Resource Management/ Management (MBA in HRM/PGDHRM degree will be given preference).

Required Experience:

  • 05 years’ experience with 02 years of managerial experience (Experience in INGO will be preferred)  

Required Competence & Skills:

Technical:

  • Advanced computer and HR software skills, HOMERE.
  • Advanced Excel user;
  • Web based recruitment;
  • Advanced level of English (Spoken and Written);
  • Excellent knowledge Bangladesh Labour Law and regulations.

Soft:

  • Excellent interpersonal skills;
  • Highly organized with strong prioritization skills;
  • Team management experience;
  • Highly adaptable and ability work in emergency.

General: Computer, Internet, telephone, Scanner

Special: HR Manual, Labour Law, HOMERE software, HR procedures, Personal staff file.

COMPENSATION PACKAGE: 

Remuneration and benefits:

  • Monthly Gross Salary: from 74341 to 80274 BDT/month upon experience;
  • Festival Bonus: 1 month Gross salary every year;
  • Provident Fund: 7.5% of Basic Salary;
  • Performance Bonus:  from 30 % to 80% of monthly Gross salary per year depending on performance;
  • End of Contract Benefits: up to 2 months’ Gross salary;
  • Medical coverage: 80% hospitalization coverage medical expenses (max limit BDT 120,000 per year);

Leaves:

  • 18 days of paid annual leaves per year.
  • 10 days of paid casual leaves per year.
  • 14 days of paid sick leaves per year.

Training:

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (during first year of contract). – This for HoD and senior Managers.
  • Intermission Workshop at France once a year. This for HoD only
  • Participation to external trainings costs upon eligibility of the request.
