The Start Fund Bangladesh (2017-2020) is a £10 million rapid emergency response fund set up by the Start Network with support from UK aid from the British people. Modelled on the successful Start Fund that activates funding within 72 hours of a crisis alert, the fund will be accessible to both national and international member NGOs operating in Bangladesh to respond early and fast to under the radar emergencies in Bangladesh.

Currently Start Fund Bangladesh (SFB) membership comprises of prequalified Start Network member agencies that are operational in Bangladesh. Meanwhile, the Bangladesh initiative is committed to expand its membership base and include more local and national NGOs (L/NNGOs) in the decision-making process and facilitating their direct access to at least 25% of the Start Fund Bangladesh by 2020. SFB therefore needs to identify and understand the barriers that impede the L/NNGOs from accessing the funds and need to design context specific due diligence measures (i.e. in terms of governance, policies, practices and capacities to maintain minimum standards in monitoring, reporting and verification) in consultation with relevant experts and stakeholders.
 
The mapping exercise will therefore help to establish a nationally appropriate, bottom-up due diligence and risk management approach/mechanism incorporating capacity-building elements that is acknowledged by humanitarian donors. Additionally it will serve as the basis to appraise the principles of partnership and Start Fund Bangladesh membership criteria proposed/set by the Localization Working Group (LWG) as well as make recommendations to the Start Fund Bangladesh Committee as how to deliver need-driven capacity building support to comply with the agreed due diligence.

The specific objectives of this mapping exercise will therefore be to:

  • Identify criteria (due diligence and humanitarian capacity) for the selection of L/NNGOs for Start Fund Bangladesh membership.
  • Identify NGOs for membership and evaluate their potential preparedness to join SFB based on identified criteria.
  • Identify due diligence and capacity gaps of L/NNGO in terms of humanitarian response, and suggest new ways of measuring accountability beyond traditionally applied fiduciary risk approach.
  • Identify capacity gaps and demands of selected/potential NGOs in terms of accessing and utilising humanitarian funds; and develop a framework to address these issues.

Expected Outputs of the consultancy:

  • SFB membership criteria (due diligence and humanitarian capacity) for N/LNGOs
  • Lists of potential N/LNGOs (tiered) to be included as members
  • Identification of capacity building needs (focusing towards organizational development as humanitarian agencies and their ability to access the Fund) and ways forward
  • Minimum due diligence requirements that can be advocated to other donors for adoption
