ACTION AGAINST HUNGER/ ACTION CONTRE LA FAIM (ACF) is a non-Governmental, non-political, neutral and non-profit international organisation (I.N.G.O.) that was established in France in 1979 to deliver aid in countries throughout the world. Since 2007, ACF has been assisting vulnerable populations in Bangladesh in the nutrition, mental health, food security, and water and sanitation fields.

ACF is looking for qualified candidates for the position of:

Technical Manager : Human Resources Advisor in HQ

Goal:

Define Human Resources policy for the mission and coordinate its implementation, manage the human resources department of Action Against Hunger-Bangladesh Mission & ensure a safe working environment for all of its employees.

TASKS & RESPONSIBILITIES:

Objective 1: Human Resources Strategy

  • Understand and effectively communicate ACF organizational mandate to all its employees and ensure adherence to the charter of principles.
  • Ensure that a legally compliant human resources management system is in place
  • Manage an efficient and effective HR management system is in place to support all the employees of the organization & ensure their well being
  • Promote awareness and adherence related to child protection, sexual harassment, abuse of power and other key risks.
  • Lead the development of a Human Resources strategy for the mission, which accounts for its strategic programming needs including partnership based programming strategies.
  • To ensure data confidentiality, while availing data for decision making for all departments through HR information products & collaboration of project designs and others.
  • Representing the organization to outside bodies on issues of Human Resources and developing a network for the exchange of information and good practice, including other NGOs.
  • Oversee the assessment of strategic HR needs in partner organizations and support their definition, development and implementation, in consultation with the partnership & compliance departments.

Objective 2: Ensure a coherent organisation of work and establish a policy of compensation and benefits

  • Ensuring that organisational charts are coherent and are conform to ACF classification grid
  • Ensuring that remuneration systems are fair and consistent with the cost of living for local employees and local employees are covered by health care
  • Defining the national policy concerning social benefits and, where appropriate, negotiating contracts and ensuring articulation with external private bodies (medical, retirement, insurances....)
  • Advising managers on the drafting of organizational charts for new projects
  • Assessing the efficiency of the organization and making recommendations
  • Warning of any difficulty in maintaining the payment of salaries and social benefits in situations of budgetary shortfall

Objective 3: Management of Payroll & Benefits Administration

  • Designing and putting in place administrative and payroll procedures which conform to national legislation of Bangladesh, ACF rules & guidelines as well as donor rules.
  • Ensure accuracy and compliance of all employment contracts managed by the organization and ensure conformity with the contractual obligations of ACF vis-à-vis its employees
  • Manage quality of filing and archiving to ensure compliance and data security, as set out by the organizational & other relevant guidelines.
  • Oversee management of expatriate benefits and services & ensure compliance especially regarding Visa, work permits & tax
  • Ensure uniformity in quality of HR services across bases and capital offices
  • Prepare HR monthly reports, donor reports and other reports as requested.
  • Ensure that internal & external audit queries are responded to in a timely fashion and action plans are defined & recommendations implemented, with support from internal audit department.

Objective 4: Recruitment & management of staff careers.

  • Ensure transparency and procedural and legal compliance in all recruitment processes.
  • Ensure the quality of the induction program for new employees to build commitment to ACF mission and vision and reduce turnover.
  • Providing employees, with the means, to acquire the skills necessary for the proper exercise of their functions
  • Work with managers and supervisors to ensure timely Performance Appraisals are conducted, training needs are adequately assessed and training plans are developed and are implemented.
  • Ensuring sufficient clarity & distinction exists in roles and responsibilities of various employees and the Organization Charts are coherent and compliant.
  • Advising managers on conflicts with and within their teams and providing mediation when needed
  • Defining and implementing the procedure for managing disciplinary problems and sanctions. 
  • Seeking professional legal advice, when necessary, in consultation with the senior management.
  • Making available and explaining Human Resources regulations and procedures to all employees

Objective 5: Promote and ensure collaboration and coordination with partners

  • Participating in the process of selecting project partners and validate the Human Resources risk analysis provided by the bases
  • Defining with partners the modes of Human Resources management in the framework of joint projects
  • Validating the Human Resources aspects of partnership agreements & contracts.
  • Supporting development of human resources policies and their implementation within partner organization to be compliant with major donor rules, national regulations & ACF internal regulations governing partnerships.

Objective 6: Management of HR team & Budget

  • Managing planning operations, task sharing and coordination of work and providing guidance and motivation to the team
  • Ensure appropriate management and follow up of budget lines and contracts assigned.
  • Taking part in the recruitment of his/her teams, planning and monitoring of individual action plans, providing for timely performance appraisals & evaluating training needs.
  • Ensure regular HR team meetings are held
  • Identifying the training needs of team members
  • Devising, organizing and leading training sessions
  • Evaluating the performance and developing the skills of his/her team members
  • Ensure separation of duties within recruitment process and team functions to mitigate corruption & nepotism risks.
  • Alerting the Country Director/CMU to cases of fraud and corruption and assist in undertaking necessary corrective actions.

Objective 7: Organizational Culture and Staff Well-being

  • Ensure that the work environment is safe and as an employer we support the health and wellbeing for all its employees.
  • Oversee the physical and mental wellbeing of frontlines staff members in action against hunger as well as its partner organizations.
  • Enhance organizational visibility & promote organization as one of the best employers in the sector and help attract the right talents to the organization.
  • Identify and promote positive trends of the organizational culture and nurtures collective actions to build solidarity and commitment to the global vision and national goals of the organization.
  • Ensure activities and events are organized in the course of the year around festivals & special days, birth days etc. to promote social interactions among staff members to promote a supportive work environment.
  • Ensure all efforts are made to welcome new recruits and introduce them appropriately to organizational culture and values.
  • Promote gender equality in the organization & provide a safe and secure work space for female staff and ensure they are protected against harassments, discrimination etc.
  • Promote an inclusive and diverse work environment.

1) DEGREE AND SKILLS REQUIRED:

Educational / Professional Background:

Master Degree in a related discipline (MBA in HRM/ PGDHRM/ Related Foreign degree will be given preference) & 1 -3 years of experience in a comparable position. Longer senior management level experience could be considered in lieu of higher education requirements.

Required Experience:

Knowledge of collective and individual management fundamentals, local labor law & regulations and computer proficiency. Experience in administration of remuneration and social benefits, payroll and staff administration, recruitment, training, career management required.

Required Competence & Skills:

  • Highly organized with strong prioritization skills
  • Senior management experience and excellent interpersonal skills
  • Advanced analytical skills and ability produce clear, concise analysis and draw recommendations.
  • Good command of English (spoken and written)
  • Advanced computer and software skills, especially Excel and familiarity with of web based recruitment, payroll software etc.
  • An excellent network among human resource professionals and related services industries; training, mentoring, counselling etc.

  • Monthly Gross Salary:  113000 BDT- 158167 BDT
