- One facilitator and one co facilitator is required for this training (male female combination is preferable).
- Transport and accommodation (Dhaka to COX flight, airport pick up and drop in Cox’s Bazar, hotel in Cox’s Bazar).

Background |
Action Against Hunger is an International humanitarian organization with the mission to save lives by eliminating hunger through the prevention, detection and treatment of under nutrition, especially during and after emergency situations of conflict, war and natural disaster. In addition, the organization also works to respond and prevent humanitarian crisis, combat vulnerability and reinforce long-term resilience of populations in crisis. The organization is covered by 4 main different departments of interventions (Nutrition and Health; Food Security and Livelihoods (FSL); Mental Health and Care Practices (MHCP); Water, Sanitation and Hygiene (WaSH)). Gender, Disaster Risk Reduction (DRR) Protection approach are mainstreamed within all sectors. MHCP department works to provide Mental Health and Psychosocial Support (MHPSS) services in disaster or humanitarian crisis, to reinforce maternal and child care practices through assisting behavior change process, on Early Childhood Development and consider gender and protection issues at all levels of work. Furthermore, capacity building of relevant stakeholders and advocacy for MHPSS is also significant part of tasks of the department.
According to World Health Organization and United Nations High Commissioner for Refugees, following a crisis, a large number of crisis affected population suffer from normal psychological distress; 15% to 20% population suffers from mild to moderate mental disorders; and 3% to 4% population suffer from severe disorder for example severe anxiety disorder including Post Traumatic Stress disorder (PTSD), depression etc. Action Against Hunger follows Inter Agency Standing Committee (IASC) endorsed guideline for MHPSS, which refers a four layers pyramid of Intervention.

Therefore, according to the intervention pyramid, who suffer from severe mental health disorder or distress, might need specific support from mental health professionals (Clinical or Counseling psychologist or Psychiatrist) or from well-trained counselors. In addition, special attention is required for the cases of Sex and Gender Based Violence or children without appropriate care (e.g. unaccompanied and separated children). In case of children and adolescents, specific training is essential due to their vulnerabilities and age related issues. Furthermore, specific protocol and tools are pertinent to ensure quality package of intervention, which includes evidence-based assessment, formulation of the case, treatment plan, intervention techniques and evaluation.

Job Purpose |
Technical assistance is required from experienced Clinical Psychologist/Counseling Psychologist to enhance the capacity of existing 20 psychologists (assistant clinical/counseling/educational/trained psychologist) of Action Against Hunger on psychological case management for child and adolescent.
The specific objectives are to cover:
Conduction of 10 days training on Child and Adolescent case Management including comorbid psychiatric disorders. The contents are as followed.
- Common child psychiatric or psychological problems among children and Adolescents
- Mental Health Disorders and signs symptoms among children and adolescents in refugee context(Evidence Based information)
- Vulnerability criteria which to be used for screening for individual and Group Support
- Assessment in Individual Session (Semi structured interview format, observational grid, available psychometric tools etc.)
- Observation issues during home visit
- Assessment in Group Session
- Case Formulation
- Intervention techniques(including specific focus on trauma management)
- Role playing of each of the techniques
- Evaluation and Discharge
- Case supervision and Referral
The package of training will be designed in a way that the participants will be able to deal child and adolescent psychiatric/psychological cases. |
Key Accountabilities |
- In coordination with the coordinator of MHCP department, develop context specific training curriculum for targeted participants.
- Share the training schedule and contents beforehand with coordinator (at least 5 days ago to bring changes if required).
- Deliver 10 days residential training to the participants in two different times.

Deliverables |
- Facilitation of the training;
- Training materials (e.g. power points presentation, Bangla handout, semi structured assessment format, necessary psychometric tools, formulation format, list of treatment techniques and case supervision format) ;
- Brief training report, which includes pre-posttest knowledge evaluation of the participants.

2. Timeline
First training: End of January or First week of February 2018
Second training: End of March or First week of April 2018
Training report submission: within 15 days of the second training.
3. Submission Checklist:
- Curriculum Vitae of participating consultants with details of qualifications and experience
- Short technical proposal.
- Training schedule as per duration of training
- Financial proposal providing consultancy fees containing breakdown of costs (including 25% VAT & Tax).
- Contact of two organizations that recently contracted to carry out similar assignment or two references.
Action Against Hunger will pay the consultant at an agreed day rate with all agreed expenses covered.
The financial proposals part will describe the estimated cost for the assignment hence should be marked properly and should include the name and contact details (address, mobile number, and email) of the bidder.
The potential bidder meeting the criteria as mentioned in the section-5 (Criteria for selection) will be selected.
4. Validation of the Proposal
All cost should be quoted in Bangladesh Taka (BDT) and will remain valid up to ninety (120) days from the date of proposal submission.

6. Coordination
The bidder will work after having discussion with coordinator, Mental Health and Care Practices, Action Against Hunger, Bangladesh.
7. Confidentiality Disclaimer
All the outputs will be treated as Action Against Hunger’s property and the outputs or any part of it cannot be sold, used or reproduced in any manner without prior permission from the organization.
8. Disclaimer
Action Against Hunger reserves the right to accept or reject any or all proposals without assigning any reason what so ever.
9. Expression of Interest (Submission):
Bidders are requested to submit their proposals (in printed copies) according to the Terms of Reference (TOR) by first of January 2018 to Action Against Hunger-Bangladesh, Orin Tower, House 23, Road 113A, Gulshan 2, Dhaka 1212, Bangladesh. The Envelop must be marked with the title of the assignment.
