ACTION CONTRE LA FAIM (ACF) is a humanitarian non-Governmental, non-political, neutral and non-profit international organisation (INGO) that was established in France in 1979 to deliver aid in countries throughout the world. The aim of Action Contre la Faim (ACF) is to save lives by combating Hunger and Disasters that threaten the Lives of vulnerable Children, Women & Men. Since 2007, ACF has been providing assistance to vulnerable populations in Bangladesh in the arena of Nutrition & Health, Mental Health & Care Practices (MHCP), Food Security & Livelihoods (FSL & DRR), and Water Sanitation & Hygiene (WaSH).

ACF is looking for qualified candidate for the position of:

SENIOR AUDIT OFFICER
MANAGEMENT DEPARTMENT

Job Location: Dhaka (50%) & Field (50%)
Number of position: 1
Duration of the contract: Open Ended (Permanent)
Starting date: 1 June 2017

1) GENERAL ASSIGNMENT:

Ensure fundamental principles of good financial management are followed throughout all of Action Contre la Faim activities. This includes ensuring transparency, accountability, consistency and integrity of resource utilization by projects and offices within operations in Bangladesh Missions.

2) MAIN RESPONSIBILITIE:

Mission 1: To undertake visit Base Office/ Partner NGO/Capital as routine audit

The Senior Audit Officer is responsible for:

Arrange and conduct routine audit, in compliance with approved audit programme to ensure effective internal control system in place (Mainly in Finance, HR, Logistics and Project activities)

Activities:

  • Ensure correspondence with the auditee/ respective personnel and circulate visit schedule on a timely basis 
  • Perform audit visit to verify that controls are operating through testing and interview techniques base on Action Contre la Faim internal policy, procedure, donor procedure and Bangladesh Government law.
  • Analyse and conclude on effectiveness and efficiency of control environment
  • Identify the control gaps and opportunities for improvement.
  • Preserve all required supporting papers (soft copy and Hard Copy) in the working file that retained in accordance with the requirement of audit programme and standard practice
  • Conduct exit meeting with concern persons for sharing audit findings in a professional manner

Mission 2: To analyse the results and monitor corrections

Activities:

  • Providing relevant analysis and prepare quality draft audit report
  • Monitoring the implementation of recommendations
  • Prepare and share draft audit report with Internal Audit Manager
  • Monitor closely audit action plan and identify latest status of pending audit
  • recommendation.

Mission 3: To conduct Investigation based on organizational requirement

Activities:

  • Conducting comprehensive investigation as a team member based on organizational requirement, find out genuine facts and prepare quality and timely reports containing observations and recommendations.
  • Conduct investigation based on Terms of Reference (TOR) and identify genuine facts
  • Preserve adequate supporting papers (softcopy and Hard Copy) in the working file that retained in accordance with the requirement of TOR and standard practices
  • Ensure timely production of the Investigation Report to the management containing comprehensive and relevant observations and recommendations.

Mission 4: To provide other support based on organizational need

Activities:

  • Providing high quality and effective support as per organisational need especially in the area of compliance, internal control, facilitate external/ donor audit.
  • Assess, evaluate and promote compliance to Action Contre la Faim
  • Contribute as appropriate in the external/Donor audit
  • Suggest improvements of existing tools and controls to increase efficiency and relevance     

3) DEGREE AND SKILLS REQUIRED:

Level of studies:

M.Com (Accounting or Management) / MBA (Major in Finance or Accounting) With Chartered Accountants Course completed

Experience:

Minimum three (3) years working experience in the field of Internal Audit with two years working experience in a reputed NGO/INGO.

Other essential required skills :

  • Advance knowledge on Audit procedure applicable for different UN organizations and INGOs;
  • Highly organized with strong prioritization skills;
  • Good report writing skill is essential,
  • Proficient in computers (Windows, spreadsheets and word processing );
  • Proactive and able to take lead with minimum resources;
  •  Good professionalism &  interpersonal skills is mandatory;
  • Proficient in English and Bengali (Written and Spoken);
  • Advanced analytical skills and ability to produce clear, concise analysis and draw recommendations.
  • Receptive and adherence to the internal regulation and working requirements.  

4) COMPENSATION PACKAGE: 

  • Monthly Salary: 51,178 BDT
  • Other benefits: As per ACF policy.
