ACTION CONTRE LA FAIM (ACF) is a humanitarian non-Governmental, non-political, neutral and non-profit international organisation (INGO) that was established in France in 1979 to deliver aid in countries throughout the world. Since 2007, ACF has been providing assistance to vulnerable populations in Bangladesh in the nutrition, mental health, food security, and water and sanitation fields.

1. GENERAL ASSIGNMENT:
The MHCP Program Manager is overall responsible to provide technical support to the MHCP team in the definition and follow-up of the MHCP activities. He/she will manage the MHCP project staff, organize assessments, ensure the reporting and make sure that program objectives are met. More general he/she needs to provide technical support to the rest of the ACF field team to ensure integration of protection mainstream within all activities.
2. MAIN RESPONSIBILITIE:
Mission 1: Define and develop mental health, care practices and protection activities in cox’s bazar area.
- Explore the scopes and work with external stakeholders wherever feasible.
- Study and analyse (a) care practices (CP) of the population and their impact on the nutrition status of the children, adolescent girls, pregnant and lactating women; (b) mental and psychosocial Support health and (c) protection concerns of the targeted population.
- Link the findings with existing country strategy, propose intervention strategies and assist to develop project.
- Explore the scopes and work to develop integrated projects containing protection and gender mainstream with all ACF departments/components (Nutrition, Water Sanitation and Hygiene, Food Security and Livelihood, Disaster Risk Reduction and Advocacy).
- Continue and/establish coordination and collaboration with other humanitarian and development actors on Nutrition, Care Practices (CP), Mental Health and Psychosocial Support (MHPSS), Protection, Early Childhood Development, WaSH, DRR and so on to have a global view and better understanding of the project area.
Mission 2: Manage and/ strengthen mental health and child care practices and protection activities in the refugee camps, refugee settlements, host community and into the national health care system.
- Translate and enforce project implementation methodology as planned.
- Recruit and train the psychosocial team: set up and assure a coherent and sufficient curriculum of trainings with very close supervision on the field.
- Ensure continuous supervision and technical support to the field teams and activities.
- Contribute to the definition of new modalities of intervention according to context and program evolution.
- Assist to/develop/adopt context based guidelines for programs.
- Sensitize and train other ACF staff on integration of MHCP and protection principles and activities.
- Follow up timely implementation of targeted activities including financial expenditure in collaboration with the financial manager of the base.
- Ensure logistical and human resources aspects of the program in collaboration with the HR manager of the base.
- Reinforce internal and external coordination, collaboration and referral.
- Ensure that the activities and/ actions of MHCP programs are respectful and specific to the context (e.g.in accordance with existing ACF protocol, national policy, rules of UNHCR camp etc.).
- Strictly maintain and respect the confidentiality of data, being the property of the project’s beneficiaries and ACF
Mission 3: To participate in internal/external coordination and ensure timely reporting on programmes.
- Develop protocol for M&E and specific research on CP, MHPSS and protection in collaboration with the relevant colleagues (f.e. MCHP senior manager and MEAL coordinator).
- Follow the validated protocols, ensure constant and quality Monitoring & Evaluation of the MHCP programs (staff performance, data collection and analysis) in the project area (significant field presence is expected).
- Manage monitoring and evaluation systems for the mental health component and come up with a database of beneficiaries (ease of use of technology is expected).
- Ensure that databases and data analysis as well as activity indicators are followed up and harmonized.
- Prepare donor, monthly and situational programmatic reports as requested by the base, country office, HQ or the funding agency.
- Ensure capitalisation and learning of program documentation in collaboration with the MHCP senior manager, the MEAL coordinator and the communication & advocacy senior manager.
- Prepare TOR and provide due support and/or participate in any external/internal mental health, nutrition or health related assessments.
- Represent ACF in meetings and thematic forums related to care practices, mental health and health at field level if need be.
- Participate in technical meetings with the Coordinator/Head of Department and the technical staff of the other bases as well as general ACF meetings.
- To set up networking with possible partners in the field level: according to the needs, to develop contact with others organisations and/or individuals for a/ potential referrals of the beneficiaries, b/ potential further recruitment in mental health and care practices in Bangladesh, c/ developing a good understanding of the mental health and care practices policies and practices in Bangladesh, etc.

3. DEGREE AND SKILLS REQUIRED:
Level of studies:
Master degree in clinical/counselling psychology or psychiatry with working experience in humanitarian sector is highly desirable. Clinical experience is essential.
Experience:
- Minimum 2 to 3 years of professional experience in a relevant field.
- Good knowledge and experience in project management and M&E
- Good understanding of protection mainstream and related experience will be highly valued.
- Prior experience with ACF would be an asset.
Other essential rrequired skills :
- Excellent verbal and written communication skills in English and Bengali.
- Strong facilitation skills of learning, reflection and planning processes.
- Aptitude to provide training and supervise team members.
- Excellent team player and building relationships.
COMPENSATION PACKAGE:
- Monthly Salary: 1,01,571 BDT
- Other benefits: As per ACF policy.
