ACTION AGAINST HUNGER/ACTION CONTRE LA FAIM (ACF) is a non-Governmental, non-political, neutral and non-profit international organisation (I.N.G.O.) that was established in France in 1979 to deliver aid in countries throughout the world. Since 2007, ACF has been assisting vulnerable populations in Bangladesh in the nutrition, mental health, food security, and water and sanitation fields. ACF is looking for qualified candidate for the positions of:

Senior HR Officer-Compensation & Benefit
Human Resources Department

Job Location : Cox's Bazar
Number of position : 1
Duration of the contract : 1 year (with possibility of extension)
Starting date : ASAP
Reporting to : HR Manager

Goal:
Manage the HR software (Homere), Manage all compensation and benefits related activities and administrative follow-up of the national and international staff.

TASKS & RESPONSIBILITIES
Senior HR Officer-Compensation & Benefit will be responsible for:

Objective 1: Ensure payroll for base staff

  • Ensure attendance sheets and leave requests are timely submitted and documented;
  • Collecting, calculating, and entering data in order to maintain and update payroll information in payroll software;
  • Ensure wages and tax withholdings comply with regulations;
  • Prepare employees’ compensation using payroll software;
  • Distribute payment statements and gather signed receipts;
  • Report on payroll expenses and statistics;
  • Resolving payroll discrepancies;
  • Maintaining payroll operations by following policies and procedures;
  • Ensuring all payroll transactions are processed efficiently;
  • Developing ad hoc financial and operational reporting as needed;
  • Answer questions about compensation, benefits, taxes and other deductions

Objective  2: Ensure other benefits

  • Process salary advance and loan requests;
  • Ensure timely reimbursement of medical bills;
  • Process staff’s request of Provident Fund loan;
  • Calculate and provide final settlement to separated staff;

Objective  3: Audit response & others reporting

  • Ensure Payroll and PF related documents for internal and external audit queries;
  • Collaborate with audit team and provide all necessary information/documents/files as per request.

Objective 4: Administration of Base expatriates

  • Ensure calculation of monthly allowance for expatriates based at Cox (COLA, per diem, etc.) and any other financial adjustment, reimbursement etc.;
  • Maintain necessary communication with finance department, capital and concerned expatriates; 

Objective 5: Support to other HR functions

  • Ensure calculation of per diem for national staff;
  • Keep national staff files up-to-date in in payroll software;
  • Assist to organize recruitment processes as and when required;
  • Maintain proper documentation;
  • Phone fleet management;
  • Raising Procurement Request (PR) for departmental needs;
  • Support to prepare every years Tax Certificate and provide to employee;
  • Ensure timely preparation of contract amendment, confirmation, experience letter, final settlement certificate, contract modification, clearance letter, income certificate, seniority related documents, salary certificate etc.;
  • Attend any other HR task as and when required.

Objective 6: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity.

  • Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary;
  • Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries;
  • Ensure the incorporation of gender equity principles in all policies and activities;
  • Encourage the participation of all genders in meeting and on committees;
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

DEGREE AND SKILLS REQUIRED

Educational / Professional Background: 

  • Master degree or MBA in Human Resources Management, Management, Accounting or relevant field;
  • Excellent knowledge national labor law & regulations;
  • Knowledge of basic HR operations.

Required Experience:

  • Minimum 3 years of proven work experience as a Payroll Officer, Payroll Clerk or similar role;
  • Minimum 3 years of proven work Experience of handling payroll in an large organization, special preference to work experience in INGO;
  • Hands-on experience with HOMER, SAGA, accounting software and HR database;
  • Hands-on experience with Provident Fund.

Required Competence & Skills:

  • Strong math skills with an ability to spot numerical errors;
  • Organized with strong prioritization skills;
  • Ability to handle confidential information;
  • Great attention to detail;
  • Computer literate with experience of Office (Word, especially Excel, & Power Point) & other systems;
  • Ability to maintain effective relationships with key stakeholders within a mission environment;
  • Ability for analytical skills and ability produce clear, concise analysis and draw recommendations would be assets;
  • Strong prioritization skills;
  • Interpersonal skills;
  • Excellent command of English (spoken and written).

COMPENSATION PACKAGE: 

  • TK. 71000 (Monthly)

OTHER BENEFITS:

Festival Bonus: 1 month Gross salary every year.
Provident Fund – 7.5% of Basic Salary.
Performance Bonus – from 30 % to 80% of monthly Gross salary per year vary from performance;
End of Contract Benefits – As per policy.
Medical coverage: 80% hospitalization coverage medical expenses (max limit BDT 120,000 per year).

Leaves:

  • 18 days of paid annual leaves per year.
  • 10 days of paid casual leaves per year.
  • 14 days of paid sick leaves per year.
