ACTION AGAINST HUNGER/ACTION CONTRE LA FAIM (ACF) is a non-Governmental, non-political, neutral and non-profit international organisation (I.N.G.O.) that was established in France in 1979 to deliver aid in countries throughout the world. Since 2007, ACF has been assisting vulnerable populations in Bangladesh in the nutrition, mental health, food security, and water and sanitation fields. ACF is looking for qualified candidate for the positions of:

Nutrition Surveillance Head Of Department
Nutrition Department

Job Location : Dhaka
Number of position : 1
Duration of the contract : 12 Months (with possible prolongation)
Starting date : ASAP
Reporting to : Head of Department Nutrition and Health

Goal:
Under the supervision of the Nutrition & Health Head of Department, you will be responsible to ensure development and implementation of Bangladesh mission surveillance strategy, coordinate technically the implementation of quality nutrition surveillance programs (including; SMART, SQUEAC, SLEAC and other Assessments), support Assessment Working Group (AWG), implementation and follow up of the nutrition and health situation evaluation project in the crisis affected areas of Bangladesh.

TASKS & RESPONSIBILITIES
Survey and Surveillance Coordinator is responsible for:

Develop and implement ACF Nutrition Surveillance Strategy in coordination with the Nutrition and Health Head of Department:

  • Develop a comprehensive nutrition surveillance strategy for 2019-2020 for both the camps and the Host communities
  • Based on the surveillance strategy, design projects and budgets for nutrition surveillance and engage discussions with potential donors/support mission fund-raising efforts if needed
  • Consolidate and analyse data from the different surveys/assessments and produce learning and other relevant documents to share with stakeholders
  • Produce capitalization report including lessons learnt and recommendations for future capacity development in country based in project experience
  • Contribute to the global monitoring and analysis of the nutrition and health situation in Bangladesh

Plan and lead SMART/SQUEAC/SLEAC surveys or Rapid Nutrition Assessment (RNA-6) in partnership with nutrition/health partners and Government of Bangladesh (Civil Surgeon office and IPHN)

  • Liaise with the nutrition and health clusters to determine target areas to conduct SMART (with mortality data), SQUEAC, and SLEAC surveys and Rapid Nutrition Assessments
  • Liaise with the nutrition and health clusters to define the methodologies of each survey prior field data collection
  • Present and disseminate the assessment/survey reports after validation by the Nutrition Assessment Working Group (AWG)

Strengthen the technical capacity and lead the Nutrition Assessment Working Group (AWG)

  • Support the Nutrition and Health Cluster in leading the Assessment Management Working group, including organization of monthly and ad hoc meetings, agenda setting, action planning & minutes writing
  • Support in country capacity mapping for nutrition assessment and development of recommendations/actions
  • Participate as a leading facilitator in the development of a capacity building strategy for improving in-country expertise on nutrition surveillance, in close collaboration with the Cluster and other stakeholders

Manage the surveillance program team and conduct internal surveillance activities

  • Assess the capacity of the nutrition surveillance team and develop a comprehensive capacity building plan to improve in-house expertise
  • Conducting regular monitoring during surveys and provide hands-on support to the surveillance team according to gaps identified
  •  Manage logistic and financial resources of the project
  • Support ACFs commitments to gender equality, child protection and disability sensitivity

DEGREE AND SKILLS REQUIRED

Educational / Professional Background: 

  • Master degree or MBA in education in Epidemiology, Nutrition, Food Security Livelihoods or related discipline;
  • Excellent knowledge of SMART, SQUEAC, KAP, others assessments  methodologies for surveillance;
  • Knowledge in project management and project cycle

Required Experience:

  • Minimum 5 years of proven work experience in nutrition surveillance program (SMART, SQUEAC, KAP, others assessments etc.);
  • Minimum 3 years of experience in humanitarian work;
  • Experience in surveillance specifically in Nutrition;
  • Familiarity with Action Against Hunger and acceptance of Action Against Hunger principles;
  • Experience in planning, implementing and statistically analyzing nutritional surveys;
  • Familiarity with donors and donor procedures.

Required Competence & Skills:

  • Excellent communication, writing and analytical skills;
  • Good management and representation competencies;
  • Excellent influencing and negotiation skills;
  • Experience in developing world context;
  • Fluent in both written and spoken English
  • Computer literate with experience of Office (Word, especially Excel, & Power Point) & other systems;

COMPENSATION PACKAGE: 

  • Monthly Gross Salary Range :  BDT 1,87,000/-

OTHER BENEFITS:
Festival Bonus: 1 month Gross salary every year.
Provident Fund – 7.5% of Basic Salary.
Performance Bonus – from 30 % to 80% of monthly Gross salary per year vary from performants;
End of Contract Benefits - up to 2 months’ Gross salary.
Medical coverage: 80% hospitalization coverage medical expenses (max limit BDT 120,000 per year).

Leaves:

  • 18 days of paid annual leaves per year.
  • 10 days of paid casual leaves per year.
  • 14 days of paid sick leaves per year.

Training:

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (during first year of contract). – This for HoD and senior Managers.
  • Intermission Workshop at France once a year. This for HoD only
