ACTION AGAINST HUNGER/ACTION CONTRE LA FAIM (ACF) is a non-Governmental, non-political, neutral and non-profit international organisation (I.N.G.O.) that was established in France in 1979 to deliver aid in countries throughout the world. Since 2007, ACF has been assisting vulnerable populations in Bangladesh in the nutrition, mental health, food security, and water and sanitation fields. ACF is looking for qualified candidate for the positions of:

Finance Manager Budget & Planning (Re Advertisement)
Finance Department

Starting date : ASAP
Reporting to : Sr. Finance Base Manager

Goal:
Analyse every day financial activities and subsequently provide advice and guidance to upper management on financial plans.

TASKS & RESPONSIBILITIES
Finance Manager Budget & Planning will be responsible for:

Objective 1: Budget Management of the Base 

  • Financial management of the base in collaboration with the Senior Finance Manager: regular update of budget follow up with projected/committed expenses, to ensure the financial visibility of the base;
  • Organize monthly budget follow-up meetings with PM and all staff concerned to discuss the BFU’s and BFU forecasts, identify problems and jointly propose solutions;
  • Update financial plan of the base in collaboration with senior finance manager;
  • Support on creating budgetary framework of the base;
  • Making financial and budgetary information available for other department;
  • Support on collecting data and writing the financial and budgetary section of the proposals;
  • Support on defining partners mode of financial and budgetary management in the framework of joint project.  

Objective  2: Management and training of  the finance teams and other concerned departments

  • Maintain and follow up Financial and budgetary management with active partners;
  • Identify specific training needs on financial issues for all departments and organize trainings as per needs (on forecasting, budgeting, financial procedures);
  • Training and capacity building to local partners on financial management.

Objective  3: Prevent and manage fraud and corruption

  • Identify any risks of fraud and corruption in daily financial operations of the base;
  • Alerting the line manager in cases of fraud and corruption and undertaking corrective action;
  • Recommend on day-to-day control of fraud or corruption.

Objective 4: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity

  • Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary;
  • Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries;
  • Ensure the incorporation of gender equity principles in all policies and activities;
  • Encourage the participation of all genders in meeting and on committees;
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

DEGREE AND SKILLS REQUIRED

Educational / Professional Background: 

  • Master degree or MBA MA degree in Finance, Accounting or Economic or relevant field;
  • A solid understanding of financial statistics and accounting principles;
  • Working knowledge of Bangladesh statutory legislation and regulations;
  • Extensive understanding of financial trends within the humanitarian organizations.

Required Experience:

  • Minimum 5 years of proven work experience as a Financial Manager;
  • Minimum 7 years of proven work experience of working in a busy finance department, special preference to work experience in INGO;
  • Experience in designing and executing successful financial plan;
  • Experience of managing budgets;
  • Experience of using financial databases;
  • Proficient user of finance and/or accounting software (SAGA could be additional asset);
  • Experience of compiling and presenting reports and analysing data;

Required Competence & Skills:

  • Excellent communication and leadership skills;
  • Able to manage, guide and lead employees to ensure appropriate financial processes are being used
  • Strong writing and record keeping ability for reports and meetings follow up;
  • Computer literate with experience of Office (Word, especially Excel, Power Point) and other systems;
  • Able to present to large groups and adapt to mixed abilities/audiences;
  • Ability to maintain effective relationships with key stakeholders within a mission environment;
  • Strong prioritization skills;
  • Interpersonal skills;
  • Excellent command of English (spoken and written).

COMPENSATION PACKAGE: 

  • Monthly Gross Salary Range :  BDT 93,699/-

OTHER BENEFITS:
Festival Bonus: 1 month Gross salary every year.
Provident Fund – 7.5% of Basic Salary.
Performance Bonus – from 30 % to 80% of monthly Gross salary per year vary from performants;
End of Contract Benefits - up to 2 months’ Gross salary.
Medical coverage: 80% hospitalization coverage medical expenses (max limit BDT 120,000 per year).

Leaves:

  • 18 days of paid annual leaves per year.
  • 10 days of paid casual leaves per year.
  • 14 days of paid sick leaves per year.

Training:

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (during first year of contract). – This for HoD and senior Managers.
  • Intermission Workshop at France once a year. This for HoD only
