Procurement Manager, Dhaka (Re-Advertisement)
 
ACDI/VOCA is currently looking for Procurement Manager, based in Dhaka Office, for the USAID-funded Feed the Future Bangladesh Rice and Diversified Crops Activity (RDC). The activity is a five-year primary mechanism to support productivity and market systems development under USAID/Bangladesh’s FTF strategy, with the objective of improved food security through systemic changes that increase rural incomes and via increased incomes, including women’s income, and incentivized crop diversification to improved nutrition. USAID/Bangladesh’s RDC activity will foster growth and reduce poverty through improving the competitiveness, inclusiveness, and resilience of rice and other selected crops in the FTF Zone of Influence (ZOI) to the benefit of large numbers of men and women and their families in rural households, farms, and market systems.

Position Summary:

The Procurement Manager shall be responsible for implementation of the project’s portfolio of procurement actions. Oversee all purchase of the project ensuring compliance with the procurement regulation and procedure of the project and other applicable rules and regulations and local law. Streamline purchasing operations to ensure that procurement services are efficient and effective. Ensure every procurement is approved according to the Procurement Thresholds as per the procurement manual.

Essential Duties and Responsibilities:

Procurement and Compliance - Specific tasks include, but are not limited to, the following:

  • Oversee all procurement for the project.
    • Ensures that each procurement is fully compliant with USAID regulations and ACDI/VOCA procurement policies and procedures.
    • Ensure competitive process according to the A/V procurement threshold guidelines. Document to the file. Prepare purchase orders (PO) and requisition requests for review and approval.  Coordinate with accounting for payments upon fulfillment of PO.
    • Ensure that all appropriate certifications, verifications and support documentation are attached appropriately.
    • Facilitate best value selection in close collaboration with the procurement requester.
    • Oversee and conduct negotiation with firms and other vendor arrangements, including blanket purchase agreements, rates, discounts, alternative fee arrangements and leverage spending.
    • Make vendor negotiations and establish a standard rate with hotels, training venues and meetings in Dhaka and divisions for staff trainings, workshops and accommodations.
    • Make travel bookings for staff through RDC’s contracted air ticketing/airline agencies in absence of operations specialist and/or when need arises.
    • Verify and analyze invoices to ensure adherence to negotiated vendor agreements.
    • Ensure transparency on all purchasing activities and adherence to Standards of Conduct, policy manual, and other corporate and applicable policies, procedures, and schedules.
  • Ensure procurement needs of technical and grants teams are being met in a timely fashion for grant implementation. Ensures all customs clearance, tax waivers, and freight handling for the importation and timely clearance of all goods, tools, and equipment are completed seamlessly.
  • Identify potential suppliers and service providers Maintains records of suppliers’ past performances including information related to timely provision of supply, quality and quantity, adherence to specifications, place of origin, make and model.
  • Develop and update procurement-related procedures, tools and training, and export and import compliance-related procedures tools, and training.
  • Maintain procurement-related records and documents.
  • Oversee the work of Procurement Officer.
  • Maintain audit ready filing system and files and maintain electronic filing for all RDC related procurement on A/V Share point RDC page.
  • Maintain and update Fixed asset lists on A/V Share point RDC page. Assigns Asset tags to the procured assets.
  • Perform other duties and undertakes other projects as may be assigned from time to time.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Demonstrated knowledge of USAID rules and regulations i.e. 2 CFR 200, including demonstrated knowledge of logistics, forwarding and clearing.
  • Demonstrated ability to make decisions that require some interpretation of established policies and procedures, clear objectives, and business/professional standards.
  • Strong analytical skills, including ability to gather and analyze a variety of information pertaining to issues and to develop appropriate recommendations for action.
  • Ability to communicate, negotiate, advise, persuade, or resolve issues that are highly complex and sensitive in nature with persons on all levels both inside and outside the company.
  • Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, well-organized manner.
  • Ability to exercise appropriate judgment and tact while protecting confidential information.
  • Proven ability to effectively use databases, spreadsheet, word processing, and position-specific software.
  • Demonstrated ability to organize and lead the work of others.
  • Strong attention to detail.
  • Strong written and oral communication ability in English and Bangla.
  • Willingness to travel 20% of time.

EDUCATION and EXPERIENCE REQUIREMENTS:

  • Bachelor’s degree or diploma in Purchasing, Business Management or related field of study
  • 5 years of progressively more responsible work within the procurement field, including experience in an equivalent position with NGO or international organization project providing development assistance.  
  • Direct experience of working in USAID funded project would be considered an advantage.
  • Equivalent combination of education and experience.
