Final Evaluation of the USAID Agricultural Extension Support Activity Project

Evaluation Service Provider to Dhaka Ahsania Mission

Dhaka Ahsania Mission requests for proposals from competent ‘National Consultancy Firm’ herein after termed as “Consultant” to provide a fixed term service to conduct the final evaluation of the ‘Agricultural Extension Support Activity (AESA)’ project funded by the USAID. The AESA Project is being implemented by Dhaka Ahsania Mission (DAM) in partnership with CARE-Bangladesh and mPower limited from October 2012 to February 2018. The evaluation assignment will mainly focus the assessment of the outcomes and immediate impacts of the project intervention. The activity will also include to look into the appropriateness of project design, relevancy, target groups, efficiency, effectiveness, partnerships and sustainability of the project in relation with the approved project document and delivery model. Interested consultant must have at least ten years of proven experiences which may include working experiences with bi- and multi-lateral development projects and organizations. 

The location of the evaluation assignment is in Dhaka, central and south-west of Bangladesh (total 12 districts of all three regions: Barisal, Khulna and Jessore). The planned duration of the assignment is from 01 March to 30 April 2018.

The Final evaluation has following objectives:

  • To determine the progress towards achieving the program’s overall goal, purpose and objectives, the intended outcomes and its overall impact in meeting the USAID’s Food Security targets;
  • To measure the appropriateness of - project design, relevancy, target groups, efficiency, partnership, effectiveness and sustainability of the project as a delivery model;
  • To identify key achievements, the lessons learned and their implications to its different government and non- government stakeholders and also to USAID’s different program’s and policy interventions;
  • To provide recommendations for government and USAID's future interventions.

The evaluation will cover the project period from October 2012 to February 2018. Outcome of this evaluation will be presented to the Dhaka Ahsania Mission (DAM) Management in presence of USAID and consortium partners’ representatives.

Evaluation Methodology and Approaches

The methodology should combine a wide range of tools (quantitative, qualitative, and participatory) and information sources to allow triangulation of information and ensure impartiality. In particular, there should be an extensive review of all relevant documents; a representative sample of key stakeholders should be consulted, their opinions and feedback should be considered in order to determine the scope and quality of the outputs and ensure a comprehensive understanding of diverse perspectives on issues, performance and results. The approaches should assess the extent to which each of the implemented outputs fulfilled their overall objectives. It is expected that the analysis will focus on the end results and will comment on the extent to which the project has progressed towards higher level of outcomes and impact within these five years. To measure this progress, DAM M&E team / management will provide necessary support and required information. Profile of the ‘Consultant’

Our service providers must have the following key criteria: 

  • Proven experience and a successful track record in similar assignments with development projects or organizations for the past ten years with specific emphasis on the agricultural sector or extension service provision to farmers and extension service providers in rural areas;
  • In-depth knowledge of M&E systems and data analysis;
  • Able to recruit and manage a team and to effectively and efficiently plan, coordinate and implement large scale evaluation while ensuring quality in various locations of Bangladesh;
  • Ability to work under tight deadlines in meeting the standard and clients’ satisfaction.

Requirements from the ‘Consultant’

Interested Consultant should:

  • Provide detailed organizational profile and CVs (maximum fours pages of each) of three key team member(s) to be engaged in the assignment.  All CVs have to be approved by Dhaka Ahsania Mission before the assignment.
  • Submit a detailed technical proposal including a work plan and a detailed financial proposal (in a separate file).
  • Submit verifiable evidence of similar assignments.
  • Agree to the payment policy: The payment will be subjected to tax and VAT as per USAID and Bangladesh government policy. Schedule of payment will be – 40% after signing of contract, and the remaining 60% after acceptance of the ‘final’ report by DAM and USAID. The payment will be made through accounts payee cheque by the name of government registered consultancy firm.

The 70% weightage will be given to the technical proposal and 30% weightage will be given to the financial proposal for selecting the qualified consultant. In evaluation of the proposal the QCBS (Quality and Cost based System) will be followed. Any bidder does not get 80% score in technical proposal will not qualified for evaluation of the financial proposal.

Financial (Proposals passed through technical and management criteria only would go for financial evaluatio)

  • Pricing:  The proposed estimated price will be compared with the: (i) planned budget ii) with other submitted proposals.
  • The realistic expected cost of service.
