Career Opportunity for District Manager

Dhaka Ahsania Mission (DAM) in consortium with CARE Bangladesh and mPower is currently implementing the 5-years USAID Agricultural Extension Support Activity Project under the Cooperative Agreement No AID-388-A-13-00001 between USAID and DAM. The goal of the Ag. Extension Project is to strengthen the existing agriculture extension system in southwest Bangladesh in order to sustainably improve food security and nutrition for smallholder farmers, including women. The project will be working with farmer producer groups, as well as public and private extension agents in southwest Bangladesh in order to implement capacity building and strengthening of a farmer demand-driven agricultural extension system, synergized by use of information communication technology (ICT). Through targeted beneficiaries, the Ag. Extension Project will promote greater intensification and diversification of high-value commercial and nutritionally-rich crops and strengthen linkages to markets for sale of quality value-chain products. The focus will be on smallholder farmers, with an emphasis on women.

DAM is looking for competent and self-motivated individuals for the following position for immediate appointment:

District Manager

I.             Job Summary:  
The incumbent is responsible for preparation of overall annual operating plan for smooth implementation of project activities under his/her district operation area. S/he is also responsible for ensuring necessary logistic support as well as coordination with all local level stakeholders, local government, GOs, and NGOs. The District Manager is reportable to a project Regional Manager.
II.           Responsibilities and Tasks but not limited to:  

Smooth implementation of   project activities under the area of operation.

  • Participate in preparation of an Annual Operating Plan (AOP) for implementation of the USAID-AESA project activities covering the area of operation.
  • Ensure that the monthly schedule is prepared for all the staffs under supervision and activities are done as per schedule.
  • Ensure that the activities are done in a qualitative and quantitative way within the stipulated timeframe.
  • Participate in proper planning, designing, organizing and facilitation of the orientation/discussion sessions, meetings, workshops, seminars etc. at the Upazila and District level.
  • Ensure visibility of the donors and other partner organizations as applicable.

Budgeting and budgetary control and logistics support

  • Provide necessary input in preparing budget for the project.
  • Control over expenses.
  • Ensure that the staffs are getting necessary logistics support on time for smooth implementation of the project activities.

Monitoring and Evaluation of the project activities and reporting.

  • Participate in planning of the Monitoring and Evaluation (M&E) activities for the project.
  • Ensure that the staffs are doing monitoring activities in a qualitative way using the appropriate tools as applicable.
  • Participate in internal audit/evaluation process and take corrective measures as per findings of the audit/evaluation report.
  • Submit monthly project activities implementation status report to the Program Manager.

Liaison/coordination with all concern.

  • Ensure that project staffs under supervision establish and maintain liaison/coordination with the local level stakeholders.
  • Establish and maintain liaison/coordination with the partner organizations including GOs, NGOs and Local Government Development Programming.
  • Establish and maintain liaison/coordination with local administration at the district, Upazila and Union level.
  • Maintain regular communication with the partner organizations and local administration and LGIs for smooth operation of the program activities.
  • Participate in the Senior Management Meetings of USAID-AESA project in absence of the any other staff to share project updates and ideas/views for the development of project

Staff development and management.

  • Undertake staff development training as part of the related project activities and undertake orientation, discussion sessions etc. to address the staff development needs thereby ensuring effective implementation of the project activities.
  • Supervise the staffs and assist them for their career development and improving performance.
  • Plan and implement staff performance appraisal as staff development mechanism.
  • Ensure that the staffs are well aware of the gender policy, child protection policy, human rights, and governance issues and following those in dealing with the colleagues and project partners including the project participants.
  • Ensure that an enabling environment is prevailing at the work place and staffs are working well enjoying equal opportunities irrespective of male and female.

IV.          Working Condition:  
Based in USAID Ag Extension Project’s District office in different locations of southern part of Bangladesh.
V. Required qualifications and competencies:  (D)= Desire &( E)= Essential
  • BAg or Masters in any relevant discipline (E)
  • 6-8 years of working experiences as District Manager in any agriculture/food security/livelihood related projects with NGOs. (E)
  • Computer literacy (E)
  • Good communication & negotiation  skill (D)

Job Knowledge: 

A thorough knowledge and understanding of professional ethics, staff development, supervision and staff management. Good team building and leadership quality, ability to motivate staff to achieve the project goal with in the time frame. 

Skills: 

Interpersonal communication skills and negotiation skills, Result driven, Ability to work on deadline, Good coordination skills, good facilitation skills, Good English and Bangla Communication skills, High level of integrity and sense of maintaining confidentiality and Excellent computer (MS Office, MS Excel, MS PowerPoint) operating skills.

Compensation: Monthly gross salary is Taka 41,600 plus other admissible benefits as per project proposal. Salary is negotiable for highly experience candidate.
