Senior Emergency Food Security and Vulnerable Livelihood (EFSVL) Officer


Location: Cox’s Bazar- Teknaf, Bangladesh, Job Type: Temp, Fixed Term, until December 31, 2018

Salary & Benefits: BDT. 10,56,451 gross per annum (13 months) with other benefits e.g. medical for spouse and children, contributory Provident fund, gratuity, leave & Insurance etc.

WHAT WE ARE LOOKING FOR

We are looking for a dynamic team player to work with the humanitarian team in Cox Bazar (Teknaf) EFSVL enumerators and staffs to ensure the implementation of project activities within the project time frame for the emergency Rohingya response in Cox’s Bazar (Teknaf). The purposes of the position is to implement project activities for successful programming and meeting needs.

The post holder reports to EFSVL Team Leader

SKILLS AND COMPETENCE:

  • Education – A relevant post-graduation degree with at least 5 years of field experience in the implementation of EFSVL programme.
  • Minimum of 4 years in relief, recovery and /or development work with INGO / NGO/ or Government, and knowledge and experience of work in EFSVL interventions, especially use of cash for work, cash grant and cash vouchers.
  • Demonstrate very strong leadership and management skills and ability to work and also a good team member
  • Demonstrate a commitment to humanitarian principles and values and motivate others towards them
  • Experience in conducting training in EFSVL, including cash transfer programs and livelihood inputs
  • Proven experience in designing, implementing and monitoring large food security and livelihood programmes. This includes designing all necessary formats and training staff in the implementation.
  • Proven experience in monitoring and evaluation, including post distribution monitoring and price monitoring.
  • Diplomacy, tact and negotiation skills as well as sensitivity to cultural differences,
  • Commitment to equal opportunity and gender policies
  • Proven experience in effective financial management and financial monitoring
  • Good assessment, documentation and reporting skills
  • Strong project cycle skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills.
  • Strong analytical and conceptual skills
  • Strong commitment to social justice, social protection, promoting women transformational leadership and equality.
  • Good communicator in English - both written and oral as well as a good listener.
  • Good community participation skills - PRA and other methodologies.
  • Good command over Chittagonian language
  • The ability to remain calm, work under pressure without losing sight of strategic objectives

Desirable

  • Proven ability to develop good local knowledge as well as excellent analytical skills.
  • Proven experience in managing staffs
  • The ability to use sound judgment, take the initiative and make independent decisions as well as work flexibly within a team
  • Ability to link EFSVL work with relevant Govt. ministry and private sector to influence and scale-up good practices
