Overview:

The Monitoring and Evaluation (M&E) Officer will ensure M&E activities, frameworks, plans and indicators capture project performance. As a key member of the project team, the M&E Officer will work under the guidance of Program Director and collaborate with program and technical colleagues to design, implement and supervise M&E activities, promoting a culture of data use to continuously improve quality of interventions and outcomes. The M&E Officer will support documentation and dissemination of program successes and challenges. The M&E Officer will also establish standardized data management systems and processes. He / She will work with the district and division level staff and coordinate with government authorities to collect and assess performance data.  

Responsibilities:

  • Develop M&E framework, plan, data collection tools, and ensure quality of data through data verification procedures, including routine data quality audits
  • Establish and maintain data management system
  • Develop and oversee data flow pattern that will ensure timely data collection and reporting
  • Contribute to the development of a community tracking system for women, babies, community health workers and facility providers to improve facility-community referrals
  • Support project efforts to strengthen the national health management information system, such as inclusion of postpartum family planning (PPFP) indicators
  • Strengthen M&E capacity of project staff, implementing partners and facility staff
  • Provide technical assistance to government counterparts to improve quality and use of data, including introduction on collection and use of PPFP data
  • Provide substantial and creative inputs to the creation of project reports, presentations, abstracts, and publications papers
  • Provide leadership to project staff on use of data for decision-making
  • Prepare data monthly for project decision-making, and provide inputs on quarterly donor reports
  • Represent Jhpiego at relevant M&E working groups, public and professional circles through meetings, conferences, and presentations

Qualifications:

  • Bachelors’ degree in statistics, public health, sociology, demography or other social science area is required; Masters’ degree preferred
  • Minimum six (6) year years of experience in M&E for health and/or development projects, experience in family planning or maternal health preferred
  • Experience in health management information systems (including DHIS2), reporting, data quality assessments, data analysis and presentation
  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages (e.g., SPSS, Stata, R)
  • Excellent written, oral and presentation skills in English
  • Ability to work effectively with diverse international teams
  • Excellent people and partnership skills
  • Availability and willingness to travel up to 50% time
