Overview

Jhpiego seeks a Finance & Government Relations (FGR) Manager to directly support Jhpiego’s office and project portfolio in Dhaka, Bangladesh, under the direct supervision of the Sr. Technical Advisor/Team Lead.  S/he will provide oversight on financial management, government relations, office management, travel/transport, procurement and logistics for all Jhpiego projects in Dhaka, Bangladesh. The FGR Manager is responsible for managing financial resources and operational functions, ensuring that finance and administrative systems are working effectively and efficiently and are compliant with Jhpiego standards, donor requirements and local laws and regulations.  The FGR Manager works closely with the Sr. Technical Advisor/Team Lead and Program Director to ensure accurate financial, contractual and administrative reporting to the management team and to agencies external to Jhpiego. S/he will be the point of contact for and maintain liaison with NGO-AB officials and related govt authorities and follow up time to time requirement of approval, report submission as applicable, and in a timely manner notify Jhpiego Bangladesh office of submission deadlines and requirements.

Responsibilities:

Financial:

  • Provide guidance to the Sr. Technical Advisor/Team Lead regarding the financial requirements of the project and office operations
  • Manage Jhpiego/Bangladesh’s financial resources, budgeting, tracking and monitoring of financial expenditures. 
  • Ensure that award resources are appropriately directed to project priorities and are in line with project work plans and work closely with Program Director to ensure spending is in line with budgets.
  • Prepare accurate budgets, track expenses, ensure that required financial controls are in place and adhered to, prevent over-expenditure of budgets, ensure proper safeguards of funds, and ensure compliance with established JHU and Jhpiego financial and accounting procedures
  • Determine updated monthly accruals and projections to support forecasting accuracy and project completion as required.
  • Review monthly financial reporting (QuickBooks) files and bank reconciliations and ensure its timely submission to Jhpiego HQ office in Baltimore
  • Direct the annual budgeting process for all assigned accounts.
  • Assist Program Director and team  in developing work plans and annual budgets for program activities and local office costs
  • Serve as a resource person for non-finance staff on award, JHU and Jhpiego rules and policy
  • Work closely with auditors during audits of Jhpiego field programs
  • Prepare responses to donor’s questions on financial information or budget application/proposal numbers.
  • Ensure compliance by all assigned staff to the JHU and Jhpiego timekeeping requirements, as well as, timely approval of timesheets.
  • Direct and oversee the monitoring and annual auditing of cost-share requirements, tracking and reporting.
  • Maintain effective communication and coordination with external accounting firm/audit firm as needed.

Government Relations:

  • Provide information on ‘Directives and Conditions’ to Jhpiego/HQ and provide necessary support to complete any forms/document.
  • Prepare documents for understanding by Jhpiego/HQ focal point, and translate the documents from Bengali into English.
  • Assist Jhpiego with preparing various forms /application, as well as develop necessary documents/paper work for new project approval and periodic fund release with the NGOAB.
  • Follow up and liaise with the government of Bangladesh to move our application through the process as efficiently as possible
  • Assist Jhpiegoin preparation and timely submission of annual reports, project completion reports and any other ad hoc reporting requirements
  • Submit NGO application and related documents to appropriate bodies/authorities in Bangladesh.
  • Provide regular status updates on the registration/approvals to Jhpiego, and assist with troubleshooting any problems
  • Receive approval from NGO Affairs Bureau on Jhpiego's behalf and keep filing of all documents both scanned and paper version.
  • Submit and liaise with NGOAB on approval for fund release and any other bank formalities as necessary.
  • Maintain confidentially for the legal papers, approval, documents of Jhpiego and should not be shared or released to anybody without approval of Jhpiego.

Operations:

  • Develop, implement and adapt standardized, efficient and effective financial, administrative and other operational systems to optimize in-country performance
  • Provide oversight on implementation of overall office management policies, procedures, processes and systems to ensure optimal support in all offices
  • Identify and communicate compliance and risk issues to the Sr. Technical Advisor/Team Lead and HQ and provide overall guidance and support in resolving such issues.
  • Provide oversight on office management, procurement and logistics and transport functions to ensure that adequate systems and processes have been established for these areas of support and that adequate internal controls are in place.
  • Work with the Sr. Technical Advisor/Team Lead to regularly review and update office safety and security manual, systems and procedures to ensure regular updates and training are provided to staff, telephone tree and emergency contact information is available and overall preparedness for the Jhpiego/Bangladesh office.

Administrative:

  • Provide guidance, monitoring and support to project team, including procurement for goods and services, logistical support for local and international travel (including expense reports) for staff and consultants, contracts development and management and maintenance of office inventory
  • Ensure Jhpiego’s administrative procedures are in place for the project and staff are in compliance.  These include procurement procedures, office operations and management procedures.
  • Oversee project’s day to day cash needs, payments, procurement, contracts, sub-grants, reviewing/processing invoices, and consultant payments
  • Maintain an updated vendor list and coordinate service contracts and necessary extensions.

Required Qualifications:

  • Bachelor’s degree in Business Administration, Finance or Accounting is required, Master Degree in related discipline will be an advantage.
  • Minimum 7 to 8 years of progressively senior experience in administrative and financial management of large international programs in developing countries
  • At least five years of experience with international, non-profit organizations, as well as a multi-office, multi-national environment
  • At least five years of experience with financial analysis, financial reporting, cash flow analysis, budget development and forecasting
  • Knowledge of US government cost principles, GAAP accounting rules, and grant/contract management
  • In-depth knowledge of financial software applications, database and spreadsheets including QuickBooks Enterprise, and Microsoft office
  • Knowledge and direct experience working with the NGOAB and related sectors of government
  • Fluent in written and spoken English
  • Strong interpersonal, writing, and oral presentation skills
  • Ability to travel nationally and internationally
