The Canadian High Commission in Dhaka seeks an innovative, energetic and reliable team player for a new position with the Development Section to support Canada’s response to the Rogingya refugee crisis.

Open to:

  • All current employees of the Canadian High Commission in Bangladesh. 
  • The general public eligible to work in Bangladesh.

Mandatory Qualifications:

Candidates must be able to demonstrate how they meet the mandatory qualifications in the application form.

Education: 
Advanced degree from a government recognized university

Languages:     
Fluent in English (comprehension, written, spoken), advanced knowledge of Bangla (spoken and written)

Experience:       

  • Minimum five years recent* working experience in international development programming in Bangladesh;
  • Significant* and recent** experience in international development project management, including planning and design, contracting, results based management, information management, monitoring and reporting;
  • Experience in collaborating with and managing relations with representatives of all of the following: the Government of Bangladesh, foreign governments, and international organizations

*Significant is equivalent to approximately 3 years of experience
**Recent is within the previous 5 years

Rated Qualifications:

Knowledge:

  • Knowledge of international development issues and trends, including international and Canadian aid effectiveness principles;
  • Knowledge of computer software (Microsoft Office, including MS Excel);

Abilities:

  • Ability to analyze international development issues facing Bangladesh and synthesis both orally and written, write high quality reports in English, and provide briefings to management on these issues;
  • Ability to plan and organize programs for field monitoring visits, high level visits and other international development related events with tight deadlines and minimal supervision;
  • Ability to communicate effectively orally and in writing in English and Bangla;
  • Ability to coordinate working and information-sharing groups, including the handling of logistics, approval processes;
  • Ability to deliver outputs under short deadlines, multi-task and work independently as needed;
  • Ability to represent Canada in large public meetings and events as needed, including the taking and distributing of meeting minutes in real-time.

Personal Suitability:

  • Demonstrated capacity to establish and maintain effective and professional working relationships with colleagues and supervisors;

  • Ability to prioritize tasks and ongoing responsibilities, as well as intake and respond to substantial levels email correspondence quickly

Asset Qualifications:

  • Experience in international development programming in Bangladesh in one or more of the following sectors: humanitarian assistance, gender equality, health, education (informal and formal), skills for employment, including improvements in the ready-made garment sector,  public financial management;
  • Advanced degree from a government recognized university with a relevant specialization;
  • Ability to read, understand and communicate in Chittigonian or Rohingya;
  • Experience in actively participating in a Government-led Sector Wide Approach program.

Operational requirements:

  • Available to work overtime on short notice;
  • Travel (including overnight) within Bangladesh.

Selection Procedure (PLEASE READ):

  • All applications will be carefully reviewed against the mandatory and asset qualifications of each position. Candidates who do not meet the mandatory qualifications will be eliminated from consideration for the position(s) for which they applied.

  • Candidates who are screened in will be contacted for further assessment, which could include:
    • An interview with a series of questions designed to evaluate the essential qualifications.
    • Tests/exams may be conducted to assist the selection board in assessing the applicant’s qualifications, skills and language ability.
    •  Reference verifications shall be conducted as a part of the hiring process, and candidates will be required to submit at least three (3) references, including their current supervisor.
    • A verification of education diplomas and degrees may be conducted.

Conditions of Employment (MUST BE MET):

  • To be eligible to work in Bangladesh
  • Ability to obtain and retain a reliability security clearance from the government of Canada

The appointment of the successful candidate will be subject to a Reliability Check (RC) obtained by High Commission management. To conduct the RC, the candidate will have to submit the following documents in addition to other information as required should they be selected by the mission.
