For the team of our Rule of Law programme, we seek applications from suitable candidates for position of “Manager- Financial Compliance”.

Job Location: Dhaka (with field visit)

A. Responsibilities

The position holder is responsible for:

  • The overall smooth and efficient functioning of the project finance unit
  • Ensuring financial compliance as per GIZ accounting guidelines and standard procedures
  • Ensuring settlement of all due disbursements on timely manner.
  • Ensures implementing and monitoring of budgets
  • Timely preparation and dissemination of financial reporting to clients, Ministry and Governmental organizations
  • Support in preparation of financial details, forecast and activities budgeting
  • Coordination of Internal and External Audits 
  • All bank and cash liquidity requirements and processing as per standards
  • Effective coordination with other GIZ assigned projects, country office colleagues and relevant colleagues at HQ.
  • Managing knowledge by disseminating and documenting know-how, experience and information.

In this context, the position holder fulfils the following tasks:

B. Roles and Responsibilities

1. Dialogue with administrative manager/Deputizing

The Professional-Financial Compliance

  • advises the superior i.e. Head Finance and Administration on questions relating to the financial management compliance that are relevant to different groups and PNGOs
  • deputizing the Head Finance and Administration in his absence

2. Management responsibility

The Professional-Financial Compliance 

  • is responsible for the PNGO’s Financial Compliance, External Auditors reporting, submission of financial statements of PNGO’s to Country office and tasks assigned within the section and for managing all staff/organizations who report to him
  • manages staff/organization in accordance with management principles and guidelines to promote a sense of corporate identity, enable employees to carry out tasks independently and create scope for creativity and innovation
  • is responsible for planning the assignment
  • is also responsible for monitoring, managing staff and ensuring that they provide cost-effective services
  • carries out the routine performance assessment and of the External Auditors

The Manager – Financial Compliance performs the following tasks:

C. Tasks

1. Accounting and Financial management

  • Supervising the vouchers processing, invoice verifications and supporting the implementation of proper tracking of the payments
  • Dealing with questions related to financial processes, payments, receipts
  • Supervising the processing of monthly bookkeeping on timely manner
  • Monitoring and keep track of the Third-party receivables of the Country Office and the Prgramme
  • Liaison with Country Office and Internal Control team in all PNGO financial matters
  • Coordinate timely financial reporting of the Counterparts – Planning Divisions
  • Supervise archiving the vouchers in line with OuR and GIZ practices.
  • Review the calculation of travel advance and travel claim for settlement (national)
  • Support making budgets, financial analysis, forecasts and financial reports
  • Coordinate the review the PNGO receipts, financial statement by the external auditor on timely manner
  • Liaison with PNGO regarding funds and other financial matters
  • Overall monitoring of the PNGO’s financial obligations, payments and receipts 
  • Follow on the financial obligations (Invoice Tracking) of the Local and International contracts
  • Ensures that the PNGO’s financial statements and vouchers follows the GIZ required  financial compliance requirements
  • Liaison with the external auditor regarding timely review, queries settlement, issue mitigation of PNGO financial accounts processing
  • Liaison with PNGO, Consultants (Local and International) regarding all financial matters i.e. queries, rectification of error, settlement/off setting of dues, adjustments and amendment of the contracts
  • Support the routine evaluation of PNGO’s financial management capacity and supervising the measures for capacity building
  • Organization and execution of field review visits
  • Liaison with OP leads, Programme staff, Country Office and PNGO in all financial administration
  • Constantly review and recommend workable financial compliance related measures

2. Internal control

  • Coordinate the internal and external Audits.
  • Assist in Audit preparation and rectification of routines errors
  • Conduct surprise checks of all financial transactions, log books, store and inventories
  • Keep track of mandatory signatures of AV (Principal Advisor) on project journals

3. Capacity Building

  • Plan and organize field visit to review the PNGO financial management capacity
  • Ensure that appropriate field reports are available for management decisions
  • Organize knowledge sharing sessions for RoL staff and PNGOs on financial management
  • Establish good coordination with programme units for execution of orientation session for the PNGO’s

 4. Financial Reporting, budgeting, analysis

  • Support the Head PSU in preparation of financial reports for DFID, GIZ
  • Prepare financial assessments, analysis when needed
  • Maintain appropriate reporting achieve of RoL
  • Reviewing the budgets of all PNGO and provide feedback to contract unit

5. General services, financial monitoring and administration

  • Supervise the routine bank reconciliation
  • Ensure and follow up of unsettle advances, receivables and payables balance.
  • Supervise correct calculation of taxes and VAT deduction at source
  • Conduct physical verification of project assets and inventories in and remotely.
  • Participate in project meetings, workshops as require by the projects
  • Interact with team and share the best practices

6. Other duties/additional tasks

  • Performs other duties and tasks at the request of management

7. Required qualifications, competences and experience

Qualifications & Professional experience

  • Masters in Accounts / Finance / Business Administration with a focus on accounting or related area or Article ship in Chartered Accountancy
  • 5-7 years of work experience in similar field.
  • Working experience with GIZ in similar field will preferable.

Other knowledge, additional competences

  • Knowledge and practical experiences on accounting software.
  • Excellent working knowledge on computer applications (e.g. MS Excel, MS Office, MS Outlooks etc.)
  • Ability to establish priorities, plan, coordinate and monitor own work.
  • Ability to work under work pressure.
  • Ability to perfume effective roll as team member.
  • Excellent interpersonal and communication skills in Bengali and English.
  • Basic Knowledge on German language is preferred.
