The FAO Representation in Bangladesh is inviting applications from qualified and experienced candidates for the following position to be filled under the project “Bangladesh UN-REDD National Programme (UNJP/BGD/057/UNJ)”.

Position: Forest & Climate Change Consultant

Under the overall managerial administrative leadership of the FAO Representative in Bangladesh, direct supervision of the Deputy FAO Representative and Chief Technical Advisor, guidance provided by the Lead Technical Officer (LTO) at FAO Bangkok, the technical backstopping of the Forest Department (FD) and FAO forestry experts, in coordination with the NPD from FD the consultant will provide the technical assistance and support to the FD in the areas of forest reference level development, GHG inventory, planning and implementing NFI, volume, biomass and carbon assessment, mapping, institutional strengthening and capacity building. The main tasks of the consultant will be to:

Duties and Responsibilities

  • Coordinate workshops, seminars, trainings and regular meeting with the MRV working group, the Bangladesh Forest Department, the Project Management Unit of the UN-REDD Bangladesh National Programme;
  • Contribute to the implementation and use of the data from national forest monitoring system (NFMS) for national and international reporting;
  • Support updating the Forest Reference Emission Level(s);
  • Provide support for updating the workplan and logistic arrangements for the implementation of the UN-REDD Bangladesh National Programme;
  • Coordinate the implementation of web platform modules (e.g. web-based tools and databases) of the Bangladesh Forest Information System (BFIS);’
  • In close collaboration with the Forest Department, support various activities related to NFMS using geographic information systems and remote sensing
  • Support populating the emission factor database of the BFIS,
  • Represent FAO at various meetings including the MRV, NFMS and NFI working groups and REDD+ Steering committee;
  • Prepare the proceedings and minutes of the trainings, workshops and meetings related to the GHG, MRV and FREL activities;
  • Ensure the coordination of activities between various national institutions involved in GHG inventory and forest monitoring (SPARSO, SOB, CEGIS, SRDI, FD, Universities, DLRS);
  • Contribute to capacity building activities in collaboration with national and international partners related to forestry and the development of national forest monitoring systems;
  • Support dialogue and implementation of joint activities between the different institutions involved in the preparation of the GHG inventory for the LULUCF sector;
  • Support the establishment of memorandum of understanding and data sharing activities to sustainably strengthen the GHG inventory process;
  • Work closely with partners in Bangladesh and elsewhere to ensure coordination and complementarities in the implementation of the UN-REDD National Programme, in synergy with regional and international initiatives;
  • Assist in any other tasks at the instruction of the CTA.

Key performance indicators

  • Updated Forest Reference Emission Levels;
  • Updated Greenhouse Gas inventory for LULUCF/AFOLU sector;
  • GHG emission reduction exercise undertaken for key projects in Bangladesh;
  • Operationalized BFIS modules;
  • Articles provided to reflect the activities implemented;
  • Quality of communication materials;
  • Minutes of meetings, national consultation, list of participants and relevant materials provided.

Academic/Technical Competencies/Qualifications:

  • Degree in forestry, environmental science, geography, agronomy, geo-informatics or a closely related field;
  • A least 10 years of work experience in forestry and/or natural resources management,
  • Excellent knowledge of the Rio conventions in particular on reporting frameworks under the United Nations Framework Convention on Climate Change,
  • Knowledge in GHG accounting and reporting;
  • Knowledge in Remote sensing and GIS;
  • Knowledge in database management;
  • Strong coordination and facilitation skills;
  • Proven documentation skill;
  • Fluent in English (both spoken and written) language;
  • Team player and work well in a multi-cultural environment.

Duty Station: Dhaka (Plus required in-country visit and out-country visit as and when required)

Duration: 3 months with possible extension
