Water rescue training and awareness sessions (consultancy)
Based Cox’s Bazar - DRC Bangladesh

DRC is looking for a highly qualified and certified Water Rescue organization to train Rohingya volunteers in the camps as well as delivering awareness sessions for community groups on mitigating risks related to water incidents.

Background
The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated programme of support to the government in site management support, shelter/NFI and protection inside and outside the Kutapalong megasite. DRC is working closely with communities under its SMS program on preparedness and response to the Monsoon season. To increase the affected population’s knowledge and awareness on risks and prevention, DRC is conducting a series of trainings with support from UNHCR to empower the community based volunteers and community groups equipping them with the necessary tools and skills for community based response. DRC is looking for experts in the field of water rescue to train the camp volunteers on water rescue and raise awareness amongst the community groups on prevention and best practises.

Department: Site Management Support, Cox’s Bazar
Reports to: Senior SMS Manager in coordination with the Deputy SMS Manager

Job Purpose

  • Provide Flood and water safety awareness and skills training for community based volunteers (SMS and Safety Unit Volunteers) identified by DRC.
  • Water safety awareness sessions for community groups identified by DRC.  

Key Responsibilities
Trainers are responsible to provide all necessary training equipment and delivery of training and awareness sessions ensuring that recipients are equipment with the necessary knowledge and skills to deal with water rescue emergency situations. This mean that they can be liable in cases where misinformation is delivered. Therefore, their main responsibility is to ensure accurate skills are transferred.

  • Provide the trainees with accurate information regarding water rescue;
  • Provide trainees with techniques to carry out water rescue.
  • Demonstrate how water rescue should be carried out;
  • Demonstrate how first aid should be carried out to people with safe movement of injured, disabled, pregnant, and other vulnerable individuals.
  • Delivery theoretical information on water rescue coupled with practice;
  • Demonstrate how to use equipment;
  • Deliver basic awareness sessions to community groups on prevention of drowning;
  • Deliver basic awareness sessions on basic methods to use without exposing themselves to further risks;
  • Trainer should provide all training equipment and materials;

Qualifications and skills:

  • Certified trainers in water rescue; 
  • Training skills;
  • Experience in water rescue trainings and delivery of awareness sessions;   
  • Good interpersonal skills;
  • Knowledge of Chittagong and English; 

Conditions:

  • First Aid trainers will work in a variety of environments;
  • Trainers are required to travel to the location of the group they will be training and assessing (Camps 2E, 2W, 5, 6, 7 and 8E); 

Terms of Consultancy

Contract: Up to 2 months with possibility of extension based on performance and the availability of funding.

Availability : August 1st, 2018;
Duration: : 2 months;
Number of working days : To be determined by the trainers based on the capacity to deliver simultaneous sessions;   
Location : DRC Office in Cox’s Bazar and Kutapalong camps;  

Number of trainees: 80 volunteers per camp. Total: 480 participants. 

Number of participants in the awareness sessions: 320 participants.

Note: Number of participants might vary from one camp to another and one group to another. Therefore, the numbers are subject to change.
Quotation to be provided based on cost per trainee or per day/session.
